Amends the State Finance Act to create the Child Abuse Awareness and Prevention Fund. Amends the Illinois Vehicle Code. Provides for the issuance of Child Abuse Awareness plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $25 and a fee of $25 for each renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Child Abuse Awareness and Prevention Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Child Abuse Awareness and Prevention Fund shall be paid as grants to It's Our Little Secret, Inc. for purposes related to child abuse awareness and prevention. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 5.786 as follows: |

7 | | Sec. 5.786. The Child Abuse Awareness and Prevention Fund. |
8 | | Section 10. The Illinois Vehicle Code is amended by adding |
9 | | Section 3-696 as follows: |

11 | | Sec. 3-696. Child Abuse Awareness license plates. |
12 | | (a) The Secretary, upon receipt of an application made in |
13 | | the form
prescribed by the Secretary, may issue special |
14 | | registration plates
designated as Child Abuse Awareness |
15 | | license plates. The special plates
issued
under this Section |
16 | | shall be affixed only to passenger vehicles of the first
|
17 | | division and motor vehicles of the second division weighing not |
18 | | more than
8,000 pounds. Plates issued under this Section shall |
19 | | expire according
to the multi-year procedure established by |
20 | | Section 3-414.1 of this Code. |
21 | | (b) The design and color of the plates is wholly within the
|

1 | | discretion of the Secretary, except that the following phrase |
2 | | shall be on the plates: "Put the Brakes on Child Abuse". The |
3 | | Secretary may
allow the plates to be issued as vanity or |
4 | | personalized plates under Section
3-405.1 of this Code. The |
5 | | plates are not required to designate "Land of Lincoln", as |
6 | | prescribed in subsection (b) of Section 3-412 of this Code. The |
7 | | Secretary shall prescribe stickers or decals as
provided under |
8 | | Section 3-412 of this Code. |
9 | | (c) An applicant for the special plate shall be charged a |
10 | | $25 fee
for original issuance in addition to the appropriate |
11 | | registration fee. Of
this fee, $10 shall be deposited into the |
12 | | Child Abuse Awareness and Prevention Fund and $15
shall be |
13 | | deposited into the Secretary of State Special License Plate |
14 | | Fund,
to be used by the Secretary to help defray the |
15 | | administrative processing
costs. |
16 | | For each registration renewal period, a $25 fee, in |
17 | | addition to the
appropriate registration fee, shall be charged. |
18 | | Of this fee, $23 shall be
deposited into the Child Abuse |
19 | | Awareness and Prevention Fund and $2 shall be deposited into

20 | | the
Secretary of State Special License Plate Fund. |
21 | | (d) The Child Abuse Awareness and Prevention Fund is |
22 | | created as a special fund in
the State treasury. All moneys in |
23 | | the Child Abuse Awareness and Prevention Fund shall be
paid,

24 | | subject to appropriation by the General Assembly and approval |
25 | | by the
Secretary, as grants to It's Our Little Secret, Inc. for |
26 | | purposes related to child abuse awareness and prevention.
