1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of State Police Law of the Civil
5Administrative Code of Illinois is amended by changing Section
62605-90 as follows:

10    Sec. 2605-90. Training; death and homicide investigations.
11The Department shall provide training in death and homicide
12investigation for State police officers. Only State police
13officers who successfully complete the training may be assigned
14as lead investigators in death and homicide investigations.
15Satisfactory completion of the training shall be evidenced by a
16certificate issued to the officer by the Department.
17    The Director shall develop a process for waiver
18applications for those officers whose prior training and
19experience as homicide investigators may qualify them for a
20waiver. The Director may issue a waiver at his or her
21discretion, based solely on the prior training and experience
22of an officer as a homicide investigator.

1    Section 10. The Illinois Police Training Act is amended by
2changing Section 10.11 as follows:

6    Sec. 10.11. Training; death and homicide investigation.
7The Illinois Law Enforcement Training and Standards Board shall
8conduct or approve a training program in death and homicide
9investigation for the training of law enforcement officers of
10local government agencies. Only law enforcement officers who
11successfully complete the training program may be assigned as
12lead investigators in death and homicide investigations.
13Satisfactory completion of the training program shall be
14evidenced by a certificate issued to the law enforcement
15officer by the Illinois Law Enforcement Training and Standards
16Board.
17    The Illinois Law Enforcement Training and Standards Board
18shall develop a process for waiver applications sent by the
19agency administrator for those officers whose prior training
20and experience as homicide investigators may qualify them for a
21waiver. The Board may issue a waiver at its discretion, based
22solely on the prior training and experience of an officer as a
23homicide investigator.

1    Section 99. Effective date. This Act takes effect January
21, 2012.
