AMENDMENT TO HOUSE BILL 2553

2    AMENDMENT NO. ______. Amend House Bill 2553 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Property Tax Code is amended by changing
5Section 2-65 as follows:
 
6    (35 ILCS 200/2-65)
7    Sec. 2-65. Deputies and employees.
8    (a) In all counties under township organization where a
9township or multi-township assessor is unable alone to perform
10all duties of the office, he or she may appoint one or more
11suitable persons as deputies to assist in making the
12assessment, and may appoint other employees required for
13operation of the office. The deputies and other employees may
14be employed on an annual, monthly or daily basis.
15    (b) Every township or multi-township assessor with 5 or
16more deputies and other employees shall adopt rules concerning

1all benefits available to employees. The rules shall include,
2without limitation, the following benefits to the extent they
3are applicable: insurance coverage, compensation, overtime
4pay, compensatory time off, holidays, vacations, sick leave,
5and maternity leave. The rules shall be adopted and filed with
6the township clerk within 4 months after the assessor takes
7office. A multi-township assessor shall file the rules with the
8clerk of each township in the district. Amendments to the rules
9shall be filed with the appropriate township clerk or clerks by
10their effective date.
11    (c) The compensation of any employee in the office of the
12township or multi-township assessor may not be increased during
13the period between the consolidated election and the following
14January 1st.

16    Section 10. The Township Code is amended by adding Section
1755-57 as follows:
 
18    (60 ILCS 1/55-57 new)
19    Sec. 55-57. Destruction of records. Any person who
20knowingly and without lawful authority alters, destroys,
21defaces, removes, or conceals any township record or township
22property commits a business offense and, upon conviction, shall
23be fined not more than $5,000.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.".
