Amends the Department of Human Services Act. Provides that the Department shall investigate the feasibility of (1) limiting the use of cash assistance provided under Aid to the Aged, Blind, and Disabled Article, Temporary Assistance for Needy Families Article, or General Assistance Article of the Illinois Public Aid Code to electronic payments and (2) preventing recipients of cash assistance provided under any of those Articles from receiving cash assistance in the form of currency from an automated teller machine or by any other method. Provides that the Department shall report its findings to the Governor and the General Assembly by January 1, 2012. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Department of Human Services Act is amended |
5 | | by adding Section 10-28 as follows: |
6 | | (20 ILCS 1305/10-28 new) |
7 | | Sec. 10-28. Electronic cash assistance benefits. The |
8 | | Department shall investigate the feasibility of (1) limiting |
9 | | the use of cash assistance provided under Article III, IV, or |
10 | | VI of the Illinois Public Aid Code to electronic payments and |
11 | | (2) preventing recipients of cash assistance provided under |
12 | | Article III, IV, or VI of the Illinois Public Aid Code from |
13 | | receiving cash assistance in the form of currency from an |
14 | | automated teller machine or by any other method. The Department |
15 | | shall report its findings to the Governor and the General |
16 | | Assembly by January 1, 2012.

17 | | Section 99. Effective date. This Act takes effect upon |
18 | | becoming law.
