SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Complete Streets Act. Provides that the Department of Transportation shall implement a complete streets policy concerning the planning, design, implementation, operation, and maintenance of roads in order to reasonably address the safety and accessibility needs of users of all ages and abilities. Provides that a complete streets policy considers the needs of motorists, pedestrians, transit users and vehicles, bicyclists, and commercial and emergency vehicles moving along and across roads, intersections, and crossings in a manner that is sensitive to the local context and recognizes that the needs vary in urban, suburban, and rural settings. Requires the Secretary of the Department of Transportation to file an annual report, beginning in 2012, no later than December 1st with the Governor and the General Assembly on the implementation and progress of the complete streets policy. Encourages local road authorities to adopt complete streets policies.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Complete Streets Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Complete streets" is the planning, design,
8implementation, operation, and maintenance of roads in order to
9reasonably address the safety and accessibility needs of users
10of all ages and abilities. Complete streets considers the needs
11of motorists, pedestrians, transit users and vehicles,
12bicyclists, and commercial and emergency vehicles moving along
13and across roads, intersections, and crossings in a manner that
14is sensitive to the local context and recognizes that the needs
15vary in urban, suburban, and rural settings.
16    "Department" means the Department of Transportation of
17this State.
 
18    Section 10. Implementation. The Department of
19Transportation shall implement a complete streets policy after
20consultation with stakeholders, State and regional agencies,
21local governments, and road authorities. The Department, after
22such consultation, shall address relevant protocols, guidance,

1standards, requirements, and training, and shall integrate
2related principles of context-sensitive solutions.
 
3    Section 15. Report. Beginning in 2012, the Secretary of the
4Department shall file an annual report no later than December
51st with the Governor and the General Assembly on the
6implementation and progress of the complete streets policy.
 
7    Section 20. Local road authorities. Local road authorities
8are encouraged, but not required, to create and adopt complete
9streets policies for their roads that reflect local context and
10goals. Nothing in this Section may be construed to prohibit a
11local road authority from adopting a complete streets policy
12that incorporates or exceeds statutory complete streets
13principles.
