1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Complete Streets Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Complete streets" is the planning, life-cycle cost
8analysis of pavement options, design, implementation,
9operation, and maintenance of roads in order to reasonably
10address the safety and accessibility needs of users of all ages
11and abilities. Complete streets considers the needs of
12motorists, pedestrians, transit users and vehicles,
13bicyclists, and commercial and emergency vehicles moving along
14and across roads, intersections, and crossings in a manner that
15is sensitive to the local context and recognizes that the needs
16vary in urban, suburban, and rural settings.
17    "Department" means the Department of Transportation of
18this State.
 
19    Section 10. Implementation. The Department of
20Transportation shall implement a complete streets policy after
21consultation with stakeholders, State and regional agencies,
22local governments, and road authorities. The Department, after

1such consultation, shall address relevant protocols, guidance,
2standards, requirements, and training, and shall integrate
3related principles of context-sensitive solutions which shall
4include, among other principles, a life-cycle cost analysis.
 
5    Section 15. Report. Beginning in 2012, the Secretary of the
6Department shall file an annual report no later than December
71st with the Governor and the General Assembly on the
8implementation and progress of the complete streets policy.
 
9    Section 20. Local road authorities. Local road authorities
10are encouraged, but not required, to create and adopt complete
11streets policies for their roads that reflect local context and
12goals. Nothing in this Section may be construed to prohibit a
13local road authority from adopting a complete streets policy
14that incorporates or exceeds statutory complete streets
15principles.
