SYNOPSIS AS INTRODUCED:
 
25 ILCS 145/5.09

    Amends the Legislative Information System Act. Requires, for the 98th General Assembly and thereafter, the Legislative Information System to make available on the General Assembly's website each vote taken on a bill in any committee of the General Assembly showing, in searchable form, each committee member's vote, Representative or Legislative District, and political party. Provides that, as soon as practical, the results of each committee vote shall be submitted to LIS by the committee's chairperson, or his or her designee, to be made available on the General Assembly's website.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Legislative Information System Act is
5amended by changing Section 5.09 as follows:
 
6    (25 ILCS 145/5.09)
7    Sec. 5.09. Public computer access; legislative
8information. To make available to the public all of the
9following information in electronic form:
10        (1) On or before July 1, 1999, the weekly schedule of
11    legislative floor sessions for each of the 2 houses of the
12    General Assembly together with a list of matters pending
13    before them and the weekly schedule of legislative
14    committee hearings together with matters scheduled for
15    their consideration.
16        (2) On or before July 1, 1999, a list of the committees
17    of the General Assembly and their members.
18        (2.5) For the 98th General Assembly and thereafter, in
19    addition to the committee information required in item (2),
20    each vote taken on a bill in any committee of the General
21    Assembly showing, in searchable form, each committee
22    member's vote, Representative or Legislative District, and
23    political party. As soon as practical, the results of each

1    committee vote shall be submitted to LIS by the committee's
2    chairperson, or his or her designee, to be made available
3    pursuant to this item (2.5).
4        (3) On or before July 1, 1999, the text of each bill
5    and resolution introduced and of each engrossed, enrolled,
6    and re-enrolled bill and resolution and the text of each
7    adopted amendment and conference committee report.
8        (4) On or before July 1, 1999, a synopsis of items
9    specified in paragraph (3) of this Section, together with a
10    summary of legislative and gubernatorial actions regarding
11    each bill and resolution introduced.
12        (5) On or before July 1, 1999, the Rules of the House
13    and the Senate of the General Assembly.
14        (6) Before the conclusion of the Ninety-second General
15    Assembly, the text of Public Acts.
16        (7) Before the conclusion of the Ninety-second General
17    Assembly, the Illinois Compiled Statutes.
18        (8) Before the conclusion of the Ninety-second General
19    Assembly, the Constitution of the United States and the
20    Constitution of the State of Illinois.
21        (9) Before the conclusion of the Ninety-second General
22    Assembly, the text of the Illinois Administrative Code.
23        (10) Before the conclusion of the Ninety-second
24    General Assembly, the most current issue of the Illinois
25    Register published on or after the effective date of this
26    amendatory Act of 1998.

1        (11) Any other information that the Joint Committee on
2    Legislative Support Services elects to make available.
3    The information shall be made available to the public
4through the World Wide Web. The information may also be made
5available by any other means of access that would facilitate
6public access to the information.
7    Any documentation that describes the electronic digital
8formats of the information shall be made available through the
9World Wide Web.
10    Personal information concerning a person who accesses this
11public information may be maintained only for the purpose of
12providing service to the person.
13    No fee or other charge may be imposed by the Legislative
14Information System as a condition of accessing the information,
15except that a reasonable fee may be charged for any customized
16services and shall be deposited into the General Assembly
17Computer Equipment Revolving Fund.
18    The electronic public access provided through the World
19Wide Web shall be in addition to any other electronic or print
20distribution of the information.
21    No action taken under this Section shall be deemed to alter
22or relinquish any copyright or other proprietary interest or
23entitlement of the State of Illinois relating to any of the
24information made available under this Section.
25    The information shall be made available as provided in this
26Section in the shortest practicable time after it is publicly

1available in any other form; provided that the System may make
2information available under this Section only if the
3availability in no way reduces the quality and timeliness of
4service available to and required under this Act for
5legislative users and does not unduly burden the General
6Assembly or its support services agencies. Failure to provide
7information under this Section does not affect the validity of
8any action of the General Assembly. The General Assembly and
9the State of Illinois are not liable for the accuracy,
10availability, or use of the information provided under this
11Section.
