1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Park District Code is amended by changing
5Section 4-8 as follows:
 
6    (70 ILCS 1205/4-8)  (from Ch. 105, par. 4-8)
7    Sec. 4-8. Except where the president of the district is
8elected by direct vote of the electors, the board of each park
9district shall elect from their number a president and all
10districts shall elect a vice-president, who shall hold their
11respective offices for one year, or until their successors
12shall be elected. The Board shall prescribe their powers and
13duties not inconsistent with the provisions of this code.
14    The Board shall also appoint a secretary and a treasurer,
15prescribe their duties, and term of office and require such
16bonds as the board deems necessary. The secretary and treasurer
17need not be members of the board, in which case the Board may
18fix their compensation; and both offices may be held by the
19same person. The secretary shall have power to administer oaths
20and affirmations.
21    The Board may appoint an assistant secretary and an
22assistant treasurer. If the secretary or treasurer are unable
23to perform the duties of their respective offices, then the

1assistant secretary or assistant treasurer shall perform the
2duties of that office, respectively, as prescribed by the
3Board. The assistant secretary and assistant treasurer need not
4be members of the Board.

6    Section 99. Effective date. This Act takes effect upon
