SYNOPSIS AS INTRODUCED:
 
20 ILCS 605/605-1015 new
30 ILCS 105/5.811 new

    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish a searchable online database containing information about businesses located in Illinois. Contains provisions concerning registration of businesses. Provides that the Department shall charge an initial registration fee of $100 for small businesses and $200 for businesses that are not small businesses. Provides that the Department shall charge an annual fee of $25 for each registered small business and $50 for each registered business that is not a small business. Provides that the fees shall be deposited into the Illinois Chamber of Commerce Support Fund. Amends the State Finance Act to create the Fund.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1015 as follows:
 
7    (20 ILCS 605/605-1015 new)
8    Sec. 605-1015. Illinois business database. The Department
9shall establish a searchable online database containing
10information about businesses located in Illinois. The database
11shall be accessible to the public on the Department's website.
12Each business that is located in Illinois and registers with
13the Department for inclusion in the database shall be included
14in the database. The Department shall charge an initial
15registration fee of $100 for small businesses and $200 for
16businesses that are not small businesses. Thereafter, the
17Department shall charge an annual fee of $25 for each
18registered small business and $50 for each registered business
19that is not a small business. Moneys collected from the fees
20charged under this Section shall be deposited into the Illinois
21Chamber of Commerce Support Fund, a special fund created in the
22State treasury. Moneys in the Illinois Chamber of Commerce
23Support Fund shall be used by the Department to make grants to

1the Illinois Chamber of Commerce for the purpose of offering
2support to its members.
3    As used in this Section, "small business" means a
4corporation or a concern, including its affiliates, that is
5independently owned and operated, not dominant in its field,
6and employs fewer than 50 full-time employees or has gross
7annual sales of less than $4,000,000.
 
8    Section 10. The State Finance Act is amended by adding
9Section 5.811 as follows:
