SYNOPSIS AS INTRODUCED:
 
35 ILCS 5/507AAA new

    Amends the Illinois Income Tax Act. Provides that the Department of Revenue must print on its standard individual income tax form a provision that allows taxpayers to contribute to the General Revenue Fund. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Income Tax Act is amended by adding
5Section 507AAA as follows:
 
6    (35 ILCS 5/507AAA new)
7    Sec. 507AAA. General Revenue Fund donations. For taxable
8years ending on or after December 31, 2012, the Department must
9print on its standard individual income tax form a provision
10(i) indicating that if the taxpayer wishes to contribute to the
11General Revenue Fund, as authorized by this amendatory Act of
12the 97th General Assembly, he or she may do so by stating the
13amount of the contribution (not less than $1) on the return and
14(ii) stating that the contribution will reduce the taxpayer's
15refund or increase the amount of payment to accompany the
16return. Failure to remit any amount of increased payment shall
17reduce the contribution accordingly. This Section does not
18apply to any amended return.
19    This provision shall not be considered an income tax
20checkoff for purposes of Section 509.1 of this Act and shall be
21included on the standard individual income tax form regardless
22of the amount of contributions received by the Fund in the
23previous taxable year.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.
