| 2 | | AMENDMENT NO. ______. Amend House Bill 5849 as follows:

| 3 | | on page 2, by replacing lines 3 through 18 with the following: |
| 4 | | "(b) The Department shall establish a statewide management |
| 5 | | review team to review all alleged Type "AA" or Type "A" |
| 6 | | violations of this Act or the rules promulgated thereunder. The |
| 7 | | management review team shall review all such alleged violations |
| 8 | | before the Director or his or her designee determines that a |
| 9 | | violation exists and serves a notice of violation under |
| 10 | | subsection (a). In conducting a review under this subsection, |
| 11 | | the review team shall analyze all available data and precedents |
| 12 | | for the purpose of ensuring that determinations of violations |
| 13 | | are consistent throughout the State.".
