HOUSE JOINT RESOLUTION

 
2    WHEREAS, Dyslexia is a specific learning disability that is
3neurological in origin and is characterized by difficulties
4with accurate or fluent word recognition and by poor spelling
5and decoding abilities; and
 
6    WHEREAS, These difficulties typically are caused by a
7deficit in the phonological component of language that is
8unexpected in relation to other cognitive abilities and to the
9provision of effective classroom instruction; and
 
10    WHEREAS, Secondary consequences may include problems in
11reading comprehension and reduced reading experience that can
12impede growth of vocabulary and background knowledge; and
 
13    WHEREAS, Dyslexia, which occurs on a continuum of severity,
14affects between 10 and 20 percent of the population according
15to the National Institutes of Health; and
 
16    WHEREAS, An estimated 200,000 Illinois students, from
17kindergarten through postgraduate studies, learn differently
18and would benefit from receiving accessible content; and
 
19    WHEREAS, Research shows significant improvements in
20reading comprehension, content acquisition, reading accuracy,

1self-confidence, and reading rates for students with dyslexia
2who used accessible materials, such as audiobooks, in their
3education; and
 
4    WHEREAS, Illinois students, parents, teachers, and
5residents will benefit from increased awareness of the nature
6of dyslexia, the early warning signs of dyslexia, and the value
7of accessible educational materials and multisensory language
8interventions for students with dyslexia; and
 
9    WHEREAS, Greater recognition and understanding are
10necessary to ensure that individuals with dyslexia are
11accurately identified and provided with appropriate services
12so that they might lead maximally productive lives; therefore,
13be it
 
14    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
16SENATE CONCURRING HEREIN, that we declare the month of October
172011 as Dyslexia Awareness Month in the State of Illinois; and
18be it further
 
19    RESOLVED, That we join in celebrating the success of
20students with dyslexia and the different ways by which these
21students learn; and be it further

1    RESOLVED, That we support the November 1, 2011 event to be
2hosted by the Illinois Dyslexia Advisory Council for parents,
3educators, and legislators; and be it further
 
4    RESOLVED, That a suitable copy of this resolution be
5presented to the Illinois Dyslexia Advisory Council as a symbol
6of our respect and esteem.
