AMENDMENT TO HOUSE JOINT RESOLUTION 69

2    AMENDMENT NO. ___. Amend House Joint Resolution 69 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, In accordance with subsection (b) of Section 2 of
5Article VIII of the Illinois Constitution, the General Assembly
6has adopted House Joint Resolution 68 setting forth the
7estimates of general funds the General Assembly expects to be
8available during State fiscal year 2013; and
 
9    WHEREAS, The General Assembly has found that
10$33,719,000,000 is available in general funds for spending and
11for the payment of unpaid State obligations; and
 
12    WHEREAS, Before the General Assembly makes allocations to
13the appropriation committees there are non-discretionary
14general funds spending items that should first be deducted;
15therefore be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
3SENATE CONCURRING HEREIN, that the non-discretionary items
4shall be:
 
5    Pensions - $5,100,000,000
6    Group Insurance - $1,171,185,400
7    Debt Service - $2,218,000,000
8    Statutory Transfers Out - $2,142,000,000
9    Medicaid - $6,638,953,200
10    For the backlog of unpaid State obligations from the
11Medicaid program, with 50% of this amount being provided from
12Federal reimbursements - $1,000,000,000
13    For the backlog of unpaid State obligations not related to
14the Medicaid program - $300,000,000; and be it further
 
15    RESOLVED, That after spending for these non-discretionary
16items, of the general funds revenues that are estimated by the
17General Assembly, by joint resolution, to be available during
18State fiscal year 2013 and that are allocated to the
19appropriation committees for appropriation, the amount and
20percentage available to each House appropriation committee,
21assuming the allowance of an overall appropriation lapse of
22$650,000,000, are as follows:

1    APPROPRIATIONS-ELEMENTARY & SECONDARY EDUCATION -
2$6,491,836,794, or 39.830%
3    APPROPRIATIONS-GENERAL SERVICES - $1,165,014,734, or
47.148%
5    APPROPRIATIONS-HIGHER EDUCATION - $1,978,809,910, or
612.141%
7    APPROPRIATIONS-HUMAN SERVICES - $5,087,296,478, or 31.212%
8    APPROPRIATIONS-PUBLIC SAFETY - $1,576,088,885, or 9.670%;
9and be it further
 
10    RESOLVED, That the aforementioned amounts available to
11each appropriation committee are contingent upon actions being
12taken to reduce the accrual of Medicaid obligations incurred
13during State fiscal year 2013 in the amount of $2,700,000,000,
14and if this reduction is not achieved in full, then the amount
15deducted for the Medicaid program must be increased
16accordingly, and the amounts available to each appropriation
17committee must be reduced accordingly; and be it further
 
18    RESOLVED, That if the actual amount of general funds that
19become available during State fiscal year 2013 exceeds the
20General Assembly's estimates set forth in House Joint
21Resolution 68, then that excess shall first be used to reduce
22the backlog of unpaid State obligations to the extent
23authorized by law, with the Comptroller prioritizing voucher
24payments for Medicaid obligations and any other obligations for

1which the State receives federal reimbursement.".
