2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Dan Palmer on the | ||||||
4 | occasion of his retirement as Chief of the Bartlett Police | ||||||
5 | Department; and
| ||||||
6 | WHEREAS, Dan Palmer began his career with the Bartlett | ||||||
7 | Police Department on November 6, 1979; he was subsequently | ||||||
8 | promoted to the rank of sergeant in 1984, followed by a | ||||||
9 | promotion to the rank of lieutenant in 1987; after being named | ||||||
10 | the acting Chief of the force in 1993, he was selected to serve | ||||||
11 | as Chief of the Bartlett Police Department on April 14, 1994; | ||||||
12 | and
| ||||||
13 | WHEREAS, During his tenure as Chief, Dan Palmer has been | ||||||
14 | instrumental in the creation of numerous community programs, | ||||||
15 | including The National Night Out Program, the expansion of the | ||||||
16 | Neighborhood Watch program, the Middle School and High School | ||||||
17 | Officer programs, the Operation Safe School full-scale | ||||||
18 | emergency exercise, the creation of the Citizen Star award, the | ||||||
19 | child safety seat lending program, the Cop-on-the-corner | ||||||
20 | program, the department's first basketball fundraiser, and the | ||||||
21 | department's bike helmet program; and

22 | WHEREAS, Under Chief Palmer, the Bartlett Police |

1 | Department was initially accredited and received | ||||||
2 | re-accreditation four times; he also made numerous effective | ||||||
3 | changes within the Police Department, including the creation of | ||||||
4 | a Mission and Vision Statement for the department, 12-hour | ||||||
5 | patrol shifts, the department's New Directed Patrol unit and | ||||||
6 | Traffic Unit, in-car computerized report writing, a new Records | ||||||
7 | Management System, the formation of the Specialized Police | ||||||
8 | Emergency Action Response Team, the creation of the Bartlett | ||||||
9 | Police Department flag, the formation of the Elderly Services | ||||||
10 | Team, the creation of the Planning and Research Unit and the | ||||||
11 | Special Operations Section, and the creation of the | ||||||
12 | department's first and second K9 Units; and
| ||||||
13 | WHEREAS, The City of Bartlett witnessed a decline in the | ||||||
14 | crime rate and an increase in DUI arrests during Chief Palmer's | ||||||
15 | tenure, a testament to his effectiveness and law enforcement | ||||||
16 | acumen; and | ||||||
17 | WHEREAS, Under Chief Palmer's leadership, the Bartlett | ||||||
18 | Police Department has received numerous accolades and | ||||||
19 | re-accreditations, including the Governor's Award for | ||||||
20 | Excellence in Law Enforcement Training and the first place | ||||||
21 | designation of the National Night Out program; he also worked | ||||||
22 | diligently to get the department a Flagship Agency designation | ||||||
23 | twice; and

1 | WHEREAS, Chief Palmer is well known among his peers for his | ||||||
2 | great dedication to his family, which includes his wife, Lori | ||||||
3 | Palmer, and his children, Abbi, Brett, and Lisa; he has been | ||||||
4 | the family sports schedule organizer over the years and has | ||||||
5 | planned many memorable vacations for his family to Yellowstone | ||||||
6 | National Park, the Badlands, Mount Rushmore, Washington D.C., | ||||||
7 | and Alaska; and
| ||||||
8 | WHEREAS, Dan Palmer serves as a model of hard work, | ||||||
9 | integrity, and dedication for the people of the State of | ||||||
10 | Illinois; therefore, be it
| ||||||
11 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
12 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
13 | we congratulate Dan Palmer on the occasion of his retirement | ||||||
14 | and wish him many happy and healthy retirement years; and be it | ||||||
15 | further

16 | RESOLVED, That a suitable copy of this resolution be | ||||||
17 | presented to Dan Palmer as a symbol of our esteem and respect.
