HOUSE RESOLUTION

 
2    WHEREAS, Michael T. McRaith began his service as Director
3of the Illinois Department of Insurance on March 21, 2005; and
 
4    WHEREAS, Since 2005, Director McRaith has served as
5President of the Illinois Comprehensive Health Insurance Plan
6and has supervised the Senior Health Insurance Program; and
 
7    WHEREAS, During his tenure, Director McRaith has been a
8tireless advocate for insurance consumers in Illinois and
9across the United States; and
 
10    WHEREAS, Director McRaith successfully advocated for the
11reestablishment of the Illinois Department of Insurance as an
12independent agency of State government, a position it held for
13more than a century prior to its consolidation with several
14other State agencies in 2004; and
 
15    WHEREAS, Director McRaith has been a leader in developing,
16drafting, and advocating for State and national health
17insurance reforms that benefit patients, families, and small
18employers in Illinois; and
 
19    WHEREAS, Director McRaith led the Department's
20investigation into the practice of contingent commission

1payments by insurers and negotiated national settlement
2agreements on behalf of the Department and the National
3Association of Insurance Commissioners (NAIC); and
 
4    WHEREAS, Director McRaith supervised the solvent run-off
5of Kemper Insurance Group, the largest insurer run-off in U.S.
6history; and
 
7    WHEREAS, Director McRaith was elected Secretary-Treasurer
8of the NAIC in 2010, and has previously served as Chairman of
9the NAIC's Midwest Zone and Chair or Vice Chair of numerous
10substantive committees, including the Property and Casualty
11(C) Committee, the Rating Agency Working Group, Industry
12Liaison Committee, the Health Insurance Exchange Working
13Group, and the Broker Activities Task Force; and
 
14    WHEREAS, Director McRaith represented the NAIC at the
15international Organization for Economic Cooperation and
16Development and on the International Association of Insurance
17Supervisors Corporate Governance Subcommittee; and
 
18    WHEREAS, Director McRaith's work with the NAIC has ensured
19that Illinois consumers and domestic insurers are nationally
20and internationally represented; and
 
21    WHEREAS, Director McRaith has testified on behalf of the

1State of Illinois and the NAIC before the U.S. Senate Special
2Committee on Aging, the U.S. Senate Committee on the Judiciary,
3the U.S. Senate Committee on Finance, twice before the U.S.
4Senate Committee on Banking, Housing, and Urban Affairs, the
5U.S. Senate Committee on Health, Education, Labor and Pensions,
6twice before the U.S. House Subcommittee on Capital Markets,
7Insurance and Government Sponsored Enterprises, the U.S. House
8Subcommittee on Financial Institutions and Consumer Credit,
9and the President's Antitrust Modernization Commission; and
 
10    WHEREAS, Director McRaith helped convene the first
11National Catastrophe Insurance Summit and was appointed to
12serve as Chair of the Illinois Seismic Safety Task Force; and
 
13    WHEREAS, Director McRaith is not only a dedicated public
14servant, but also a friend, a leader, and an inspiration to
15those who work with him; and
 
16    WHEREAS, Director McRaith demonstrates the same level of
17passion and commitment in his personal life, serving on the
18Executive Committee of the AIDS Foundation of Chicago and the
19American Foundation for Suicide Prevention, Chicago Chapter;
20and
 
21    WHEREAS, Director McRaith has been appointed by the
22Secretary of the U.S. Treasury to serve as the first Director

1of the Federal Insurance Office and will be leaving his post as
2Director of the Department of Insurance on May 31, 2011;
3therefore, be it
 
4    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6we thank Michael T. McRaith for his service to the people of
7the State of Illinois and wish him continued success and
8happiness in the future; and be it further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to Michael T. McRaith as a symbol of our respect and
11esteem.
