HOUSE RESOLUTION

 
2    WHEREAS, The Keystone XL pipeline will be an integrated
3infrastructure system to deliver Canadian bitumen and
4synthetic crude oil, derived from bitumen, to U.S. oil
5refineries that will be able to use this commodity chemical in
6the same way as crude oil pumped directly from the ground; and
 
7    WHEREAS, Much of the Keystone XL pipeline is already in
8place and supplying fuel for a job-creating oil refinery
9complex in Wood River, Illinois, and thus indirectly providing
10diesel fuel and gasoline for motorists throughout the Midwest;
11and
 
12    WHEREAS, Although the soaring price of motor fuel is
13currently causing frustrations for consumers throughout
14Illinois, there are State and national policies that can be
15changed to help ordinary Americans; and
 
16    WHEREAS, The oil industry has repeatedly requested
17granting of the final federal government permits to enable
18expansion of the Keystone XL pipeline system, and this
19expansion would enable more bitumen oil sands to be mined in
20North America and further decrease our continent's dependence
21upon uncertain oil supplies pumped from hostile regions of the
22world; and

1    WHEREAS, Completion of the Keystone XL pipeline system will
2not only create jobs in pipeline construction and oil refining,
3but will be a necessary element of our future national
4security; therefore, be it
 
5    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
7we commend the members of Congress of the United States who
8have called for the expansion and completion of the Keystone XL
9pipeline system; and be it further
 
10    RESOLVED, That we call upon the current President of the
11United States and his administration to speed up the process of
12granting the final permits to enable construction to begin on
13the completion of the Keystone XL pipeline network for reasons
14of consumer protection and national security; and be it further
 
15    RESOLVED, That we request that the United States Department
16of Defense make a public statement as to the desirability of
17maximizing the production of fossil fuels within the boundaries
18of North America as part of our overall worldwide strategic
19position in relations to nations that do not wish well to the
20United States; and be it further
 
21    RESOLVED, That suitable copies of this resolution be sent

1to the members of the Illinois congressional delegation, the
2President of the United States, the United States Secretary of
3Defense, the United States Secretary of the Interior, the
4United States Secretary of Energy, and the Administrator of the
5United States Environmental Protection Agency.
