HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Robert Terry
4Starks of Chicago on the occasion of his retirement as
5associate professor with the Northeastern Illinois University
6Inner City Studies Education Program; and
 
7    WHEREAS, Robert Starks was born on January 24, 1944, in
8Grenada, Mississippi; and
 
9    WHEREAS, Robert Starks earned his bachelor's degree in
10political science from Loyola University in Chicago in June of
111968 and his master's degree in urban studies from Loyola
12University in June of 1971; in 1971, he began working toward
13his Ph.D. in political science at the University of Chicago;
14and
 
15    WHEREAS, Robert Starks was employed as a research
16specialist at the Chicago Urban League from 1967 to 1970; he
17also worked as a management consultant at Booz-Allen and
18Hamilton, Inc. in Chicago from 1968 to 1969 and has served as a
19political columnist and political editor at the N'DIGO
20Newspaper since 1991; and
 
21    WHEREAS, Robert Starks began his career in higher education

1as director of Black Studies Program and instructor in the
2Political Science Department at Northern Illinois University
3in DeKalb in 1970; in 1972, he became an instructor at the
4Northeastern Illinois University (NEIU) Department of Inner
5City Studies; in 1976, he became a tenured assistant professor
6with the NEIU Department of Inner City Studies; in 1982, he
7became an associate professor with the NEIU Department of
8Educational Leadership and Development's Inner City Studies
9Education Program; in 1999, he was the Founder, Grantsman, and
10Director of the Harold Washington Institute for Research and
11Policy Studies' Carruthers Center for Inner City Studies; and
 
12    WHEREAS, Robert Starks and his wife, Judith A. Starks, have
132 children, Kenya Miriama and Robert Willis; and
 
14    WHEREAS, Robert Starks serves as a model of hard work,
15integrity, and dedication for the people of the State of
16Illinois; therefore, be it
 
17    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
19we congratulate Robert Starks on the occasion of his
20retirement, thank him for his many years of dedicated service
21in higher education, and wish him many happy and healthy
22retirement years; and be it further
