HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Richard L. Jaehne
4on the occasion of his retirement as director of the Illinois
5Fire Service Institute; and
 
6    WHEREAS, Richard Jaehne earned his bachelor's degree from
7the University of Utah in 1968 and his master's degree in
8systems management from the University of Southern California
9in 1979; he has participated in numerous military professional
10education resident courses, including the Department of the
11Navy Total's Quality Leadership Course in 1993 and programs at
12the Marine Corps Command and Staff College in 1983 and the Air
13War College in 1987, and is certified as a Type 3 FEMA Incident
14Management Team member; and
 
15    WHEREAS, After college, Richard Jaehne was commissioned as
16a Second Lieutenant in the United States Marine Corps; he
17steadily rose through the ranks, eventually attaining the rank
18of Colonel; he served in numerous locations throughout the
19world during his tenure, including Vietnam, the Far East, Latin
20America, the Middle East, Europe, and Washington, D.C.; he also
21served as the Commandant of the NATO School in Oberammergau,
22Germany and as Director of the Operations Department at the
23United States Marine Corps Headquarters in Washington, D.C.;

1after more than 29 years of active service around the world, he
2retired from the United States Marine Corps on September 30,
31997; and
 
4    WHEREAS, Richard Jaehne was awarded the Navy Cross in
5recognition of his actions while serving as a platoon leader
6with Company K, Third Battalion, Seventh Marine Regiment of the
7First Marine Division in connection with combat operations
8against the enemy in the Republic of Vietnam on August 28,
91969; he was also the recipient of 3 Defense Superior Service
10Medals, the Legion of Merit, the Bronze Star with Combat "V",
11the Purple Heart, the Meritorious Service Medal, 2 Combat
12Action Ribbons, the German Honor Cross in Silver, and the
13Vietnamese Cross of Gallantry with Silver Star; and
 
14    WHEREAS, Richard Jaehne served as the director of the
15Illinois Fire Service Institute, the statutory Illinois State
16Fire Academy; as the institute's director, he led an
17inter-agency team that develops and delivers unified command
18training programs that meet National Incident Management
19System standards to first responders, local and elected
20officials, and the United States Postal Service; he also
21supervised the initiation of more than 600,000 student hours of
22training to over 55,000 firefighters and other first responders
23every year; and

1    WHEREAS, Richard Jaehne is a member of the Illinois
2Governor's Terrorism Task Force and a Co-Chair of the task
3force's Training Committee; he was also a member of the
4Governor's Blue Ribbon Fire Service Committee and the
5Governor's Fire Advisory Commission, a past-Vice President of
6the North American Fire Training Directors, and a member of the
7FEMA Region V Regional Advisory Council; and
 
8    WHEREAS, Richard Jaehne has written numerous publications,
9including "NATO School Vision 2000", which was presented to the
10Supreme Allied Commander, Allied Powers Europe, and "Traumatic
11Stress, A Personal View From Combat", as well as numerous
12articles for professional journals and hundreds of speeches of
13note to crisis management and security forums throughout the
14world; he is the co-developer of "Where the Battle Begins", a
15seminar which relates leadership in high-risk situations
16between the military and fire service; and
 
17    WHEREAS, In 2002, Richard Jaehne developed and led a series
18of 17 homeland security planning workshops state-wide, which
19included a 2-day Homeland Security Summit that was attended by
20community leaders from across Illinois and the Illinois
21Homeland Security Coordinator; and
 
22    WHEREAS, In 2006, Richard Jaehne received the President's
23Leadership Award from the Mutual Aid Box Alarm System for his

1work in fire and homeland security preparedness and programs;
2and
 
3    WHEREAS, Richard Jaehne's dedication to his profession and
4willingness to serve his community has made him a model for the
5people of the State of Illinois; therefore, be it
 
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
7NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8we congratulate Richard L. Jaehne on the occasion of his
9retirement, thank him for his service to the people of the
10State of Illinois, and wish him many happy and healthy
11retirement years; and be it further
 
12    RESOLVED, That a suitable copy of this resolution be
13presented to Richard Jaehne as a symbol of our esteem and
14respect.
