2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Dr. H. Timothy |
4 | | Garrett for receiving the "2012 Rural Physician of Excellence |
5 | | Award" from the Illinois Rural Health Association; and
|
6 | | WHEREAS, One of the biggest healthcare challenges across |
7 | | our nation is the shortage of physicians who practice in rural |
8 | | settings; and
|
9 | | WHEREAS, After completing his residency at Tulsa Regional |
10 | | Hospital, Dr. Garrett joined Richland Memorial Hospital's |
11 | | emergency department in 1984; and
|
12 | | WHEREAS, After having gone 2 years without a physician, the |
13 | | village of West Salem held fundraisers to open a clinic, which |
14 | | Dr. Garrett was able to staff in June 1984; he opened a second |
15 | | clinic in Olney in 1999; and
|
16 | | WHEREAS, Dr. Garrett was among the first physicians in the |
17 | | area to recognize the importance of fulfilling the healthcare |
18 | | needs of rural America through the use of Physician Assistants |
19 | | and Nurse Practitioners;
and |
20 | | WHEREAS, Dr. Garrett serves as a preceptor in family |

1 | | practice for students going through the SIU Physician Assistant |
2 | | program;
he serves as the medical director of the intensive |
3 | | care unit at Richland Memorial Hospital; and |
4 | | WHEREAS, Dr. Garrett has become an integral part of the |
5 | | Richland and Edwards county communities' over the past quarter |
6 | | of a century; he is not only known for his medical expertise, |
7 | | but for his exceptional bedside manner as well; he not only |
8 | | never forgets a patient's name, he never forgets their favorite |
9 | | sports team either; and |
10 | | WHEREAS, The word "hopeless" does not seem to be in Dr. |
11 | | Garrett's vocabulary, always going the extra mile to explore |
12 | | every possible treatment option; he has a special place in his |
13 | | heart for the community's most vulnerable citizens, always |
14 | | making extra time to ensure that the area's senior residents |
15 | | get the utmost in quality care; therefore, be it
|
16 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
17 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
18 | | we commend Dr. Garrett for his selfless service to his |
19 | | community and the impact he has made on the improving rural |
20 | | health over the past 30 years; and be it further
|
21 | | RESOLVED, That that a suitable copy of this resolution be |
22 | | presented to Dr. Garrett as a symbol of our respect and esteem.
