HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Raymond J. Rose on
4his retirement after 20 years as the chief of police for the
5Village of Mundelein; and
 
6    WHEREAS, Raymond J. Rose became chief of police in 1992;
7prior to assuming the position of chief with Mundelein, he
8served with the Elk Grove Village Police Department for 24
9years, achieving the rank of deputy chief; and
 
10    WHEREAS, Raymond J. Rose has had extensive training and
11education focused on law enforcement, including the 59th
12nine-month Police Administration Training Program class at
13Northwestern University's Center for Public Safety, the 161st
14Session of the National F.B.I. Academy at Quantico, Virginia,
15the 15th Session of the Senior Management Institute for Police
16hosted by the Police Executive Research Forum and Harvard's
17Kennedy School of Government, the Northwestern Executive
18Management Program, the FBI Midwest Law Enforcement Executive
19Development Program, and the FBI LEEDS course at Quantico; he
20received his Bachelor's Degree in Liberal Arts and Sciences
21from Northern Illinois University and a Master's Degree in
22Public Administration from Northern Illinois, and was inducted
23into the Pi Alpha Alpha National Honors Society for Public

1Affairs Administration; and
 
2    WHEREAS, Raymond J. Rose has been active in many groups
3serving the law enforcement community, including being past
4president of the Illinois Association of Chiefs of Police, past
5president of the Lake County Chiefs of Police Association, past
6president of the Board of Directors-Northern Illinois Crime
7Lab, past president of the Northeast Multi-Regional Training
8Board, chairman of the Lake County Major Crime Task Force,
9chairman of the Lake County Metropolitan Enforcement Group,
10secretary of the Northern Illinois Police Alarm System Board,
11and numerous other law enforcement affiliated organizations;
12and
 
13    WHEREAS, Raymond J. Rose has had articles published in
14several law enforcement magazines, including Police Chief
15Magazine, Command Magazine, and Law Enforcement Technology
16Magazine; he coauthored a graduate-level textbook on public
17administration, Managing Local Government; and
 
18    WHEREAS, Raymond J. Rose has brought State and National
19recognition to Mundelein by his success with the Illinois
20Traffic Safety Challenge; he helped Mundelein place 2nd in
212012, 2nd in 2010, 1st in 2009, 3rd in 2005, 3rd in 2003, and
222nd in 2000; he has brought a host of community programs to the
23city, including DARE, GREAT, A-May-Zing Mundelein, Bike Rodeo,

1bike safety classes at schools, Fishing Derby, National Night
2Out, Red Ribbon Celebration, Halloween safety information,
3Shop with a Cop, Holiday Help Programs, Mundelein After-School
4Coalition, Lake County After-School Coalition, Underage
5Drinking Prevention Task Force, Special Olympics, Parent
6Academy, Junior Police Academy, Senior Academy, Citizen Police
7Academy, Citizen Alumni Police Academy, Project Sticker Shock,
8Junior/High School Liaison Officers, Lake County Gang Task
9Force, Crime Free Housing, Explorers, Traffic Safety
10Challenge, Women's Self Defense Program, Student Recognition
11Program with Judge Shanes, Law Enforcement Expo, Neighborhood
12Watch, Peer Jury, Police Chaplain Program, Gun Buy Back, and
13Toys for Tots; and
 
14    WHEREAS, Raymond J. Rose has helped bring recognition to
15the city of Mundelein for numerous achievements, such as the
16Toys for Tots largest collection site for 6 years, ranking in
17the top 20 for Special Olympics fundraisers for 6 years, the
182010 Community Policing Award from the International Chiefs of
19Police Association for Enhanced Police Response to Victims,
20Governor's Cup Finalist 2010 for A-May-Zing Mundelein, won the
21Governor's Cup in 2008 for Mundelein After-School Coalition,
221st place for A-May-Zing Mundelein, the 2010 IL Award from
23OJJDP for Social Hosting, the 2010 Organization of the Year
24from Mundelein Community Connection, the National Night Award,
25the 2009 IACP/Motorola Webber Seavey Award for Quality in Law

1Enforcement, recipient of the 2000 International Association
2of Chiefs of Police Community policing award, and the LOG-IN
3Excellence in Victim Services Award in 2008; and
 
4    WHEREAS, Raymond J. Rose has personally received the Focus
5on Youth Award from the Chicago Police Department and the
6Illinois Association of Chiefs of Police, the Law Enforcement
7Award from the Lake County Juvenile Officers Association, the
8Commitment to Community's Children Award from District 75, the
9SHOCAP Service Award, the Public Safety Executive Leadership
10Award from the Northwestern University Center for Public
11Safety, the Community Leadership Award from NICASA, the GLMV
12Community Service Award, the Community Service Award from the
13Illinois Park and Recreation Association, the Ruth H.
14Rosengarden Victim Service Provider Award by LCSA Michael
15Waller, and the NICASA Angel Ball Honoree; therefore, be it
 
16    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
18we congratulate Police Chief Raymond J. Rose on his retirement
19after 20 years and honor his service to the Village of
20Mundelein; and be it further
 
21    RESOLVED, That a suitable copy of this resolution be
22presented to Police Chief Raymond J. Rose as an expression of
23our esteem and respect.
