SYNOPSIS AS INTRODUCED:

305 ILCS 5/5-5.06 new

    Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning on July 1, 2011, the Department of Healthcare and Family Services shall develop incentive programs for dentists who perform dental services on children covered under the Children's Health Insurance Program, the Covering ALL KIDS Health Insurance Program, and the Medicaid program. Requires the incentive programs to include a pilot program in a rural and urban designated shortage area that increases rates up to 64% of the reimbursement level that the dentists charge for those services covered. Provides that the Department shall increase the rate level of dental specialty services that are provided to eligible children to equal 64% of the dentist's usual and customary charges. Requires the Department to develop and implement an incentive program that rewards dentists who are enrolled as a "dental home". Effective immediately.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Children's Health Insurance Program Act is
5amended by adding Section 65 as follows:
 
6    (215 ILCS 106/65 new)
7    Sec. 65. Provider incentives. Beginning on July 1, 2011,
8the Department shall develop incentive programs for dentists
9who perform dental services on children covered under this Act.
10The incentive programs shall include a pilot program in a rural
11and urban designated shortage area that increases rates up to
1264% of the reimbursement level that the dentists charge for
13those services covered. In addition, the Department shall
14increase the rate level of dental specialty services that are
15provided to children covered under this Act to equal 64% of the
16dentist's usual and customary charges. The Department shall
17also develop and implement an incentive program that rewards
18dentists who are enrolled as a "dental home" with a bonus for
19providing services to children enrolled and covered under this
20Act.
 
21    Section 10. The Covering ALL KIDS Health Insurance Act is
22amended by adding Section 54 as follows:

2    Sec. 54. Provider incentives. Beginning on July 1, 2011,

764% of the reimbursement level that the dentists charge for
8those services covered. In addition, the Department shall

13dentists who are enrolled as a "dental home" with a bonus for

16    Section 15. The Illinois Public Aid Code is amended by
17adding Section 5-5.06 as follows:
 
18    (305 ILCS 5/5-5.06 new)
19    Sec. 5-5.06. Provider incentives. Beginning on July 1,
202011, the Department shall develop incentive programs for
21dentists who perform dental services on children covered under
22this Article. The incentive programs shall include a pilot

1increases rates up to 64% of the reimbursement level that the
2dentists charge for those services covered. In addition, the
3Department shall increase the rate level of dental specialty
4services that are provided to children covered under this

7incentive program that rewards dentists who are enrolled as a
8"dental home" with a bonus for providing services to children
9enrolled and covered under this Article.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
