AMENDMENT TO SENATE BILL 1948

2    AMENDMENT NO. ______. Amend Senate Bill 1948 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Children's Health Insurance Program Act is
5amended by adding Section 65 as follows:
 
6    (215 ILCS 106/65 new)
7    Sec. 65. Provider incentives. Subject to appropriations,
8beginning on July 1, 2011, the Department shall develop
9incentive programs for dentists who perform dental services on
10children covered under this Act. The incentive programs shall
11include a pilot program in a rural and urban designated
12shortage area that increases rates up to 64% of the
13reimbursement level that the dentists charge for those services
14covered. In addition, subject to appropriations, the
15Department shall increase the rate level of dental specialty
16services that are provided to children covered under this Act

1to equal 64% of the dentist's usual and customary charges.
2Subject to appropriations, the Department shall also develop
3and implement an incentive program that rewards dentists who
4are enrolled as a "dental home" with a bonus for providing
5services to children enrolled and covered under this Act.
 
6    Section 10. The Covering ALL KIDS Health Insurance Act is
7amended by adding Section 54 as follows:
 
8    (215 ILCS 170/54 new)
9    Sec. 54. Provider incentives. Subject to appropriations,
10beginning on July 1, 2011, the Department shall develop
11incentive programs for dentists who perform dental services on
12children covered under this Act. The incentive programs shall
13include a pilot program in a rural and urban designated
14shortage area that increases rates up to 64% of the
15reimbursement level that the dentists charge for those services
16covered. In addition, subject to appropriations, the
17Department shall increase the rate level of dental specialty
18services that are provided to children covered under this Act
19to equal 64% of the dentist's usual and customary charges.

2adding Section 5-5.06 as follows:
 
3    (305 ILCS 5/5-5.06 new)
4    Sec. 5-5.06. Provider incentives. Subject to
5appropriations, beginning on July 1, 2011, the Department shall
6develop incentive programs for dentists who perform dental
7services on children covered under this Article. The incentive
8programs shall include a pilot program in a rural and urban
9designated shortage area that increases rates up to 64% of the
10reimbursement level that the dentists charge for those services
11covered. In addition, subject to appropriations, the
12Department shall increase the rate level of dental specialty
13services that are provided to children covered under this
14Article to equal 64% of the dentist's usual and customary
15charges. Subject to appropriations, the Department shall also
16develop and implement an incentive program that rewards
17dentists who are enrolled as a "dental home" with a bonus for

20    Section 99. Effective date. This Act takes effect upon
21becoming law.".
