AMENDMENT TO SENATE BILL 1996

2    AMENDMENT NO. ______. Amend Senate Bill 1996 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Mobile Home Landlord and Tenant Rights Act
5is amended by adding Section 14.2 as follows:
 
6    (765 ILCS 745/14.2 new)
7    Sec. 14.2. Relocation plan. The Department of Public
8Health shall facilitate the development of a plan to address
9the relocation efforts of manufactured home or mobile home
10owners who are compelled to relocate due to (i) the sale of the
11manufactured home community or mobile home park in which they
12live to a person or entity which will use the property for a
13use other than as a manufactured home community or mobile home
14park or (ii) the closure of or the cessation of the operation
15of the manufactured home community or mobile home park in which
16they live. The plan shall be developed in cooperation with

1members of the General Assembly, manufactured home owners,
2mobile home owners, manufactured home community owners, mobile
3home park owners, and the respective statewide organizations
4that represent manufactured home owners, mobile home owners,
5manufactured home community owners, or mobile home park owners.
6Both the Illinois Department of Public Health and the Illinois
7Housing Development Authority will participate in this
8collaborative effort by providing office space for meetings and
9information on matters that arise in which the agencies have
10expertise, such as public health issues and options for
11affordable housing. The plan shall include provisions for the
12special counseling of manufactured home or mobile home owners
13displaced from the manufactured home community or mobile home
14park in which they live; the relocation or shelter needs of
15displaced manufactured home or mobile home owners; and the
16creation of a Manufactured Housing Relocation Fund. The plan
17may include proposed legislation. No later than December 1,
182011, the plan and any proposed legislation shall be submitted
19to the President of the Senate, the Senate Minority Leader, the
20Speaker of the House of Representatives, and the House Minority
21Leader.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.".
