SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/12-4.43 new

    Amends the Administration Article of the Illinois Public Aid Code. Provides that the Department of Human Services shall require its EBT contractors to prevent EBT access to cash assistance under the Code at automated teller machines on the premises of any riverboat gambling facility located in Illinois or outside Illinois, on the premises of any land-based casino located in Illinois or outside Illinois, on the premises of any pari-mutuel wagering facility licensed in Illinois or outside Illinois, or on any cruise ship located in Illinois or outside Illinois. Requires the Department to take appropriate steps to notify recipients of the prohibition. Requires the Department to make recommendations regarding any additional premises to prevent EBT access to cash assistance under this Code at automated teller machines and to report its recommendations to the General Assembly within a specified time period.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.43 as follows:
 
6    (305 ILCS 5/12-4.43 new)
7    Sec. 12-4.43. Prohibiting EBT access at certain locations.
8    (a) As used in this Section, "EBT" and "EBT contractor"
9have the meanings ascribed to those terms in Section 9.05 of
10the State Comptroller Act.
11    (b) The Illinois Department shall require its EBT
12contractors to prevent EBT access to cash assistance under this
13Code at automated teller machines on the premises of any
14riverboat gambling facility located in Illinois or outside
15Illinois, on the premises of any land-based casino located in
16Illinois or outside Illinois, on the premises of any
17pari-mutuel wagering facility licensed in Illinois or outside
18Illinois, or on any cruise ship located in Illinois or outside
19Illinois.
20    (c) The Illinois Department shall take appropriate steps to
21notify recipients of cash assistance under this Code of the
22prohibition set forth in subsection (b).
23    (d) Within 60 days of the effective date of this amendatory

1Act of the 97th General Assembly, the Illinois Department shall

4automated teller machines and shall report its recommendations
5to the General Assembly.
