Amends the General Assembly Operations Act. Provides that the General Assembly may create a task force only by law, and not by resolution or joint resolution, if the task force may have a member who is not a member of the General Assembly and would require the expenditure of State funds to accomplish its purpose.

| 1 | | AN ACT concerning the legislature.

| 2 | | Be it enacted by the People of the State of Illinois,

| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The General Assembly Operations Act is amended |
| 5 | | by adding Section 15 as follows:
|
| 6 | | (25 ILCS 10/15 new) |
| 7 | | Sec. 15. Task forces; create by law. |
| 8 | | (a) "Task force" means a group of individuals (i) that may |
| 9 | | include as a member an individual who is not a member of the |
| 10 | | General Assembly and (ii) for which State funds would need to |
| 11 | | be expended to accomplish its purpose. |
| 12 | | (b) The General Assembly may create a task force only by |
| 13 | | law and not by resolution or joint resolution.
