SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Adds motorcycles to the list of vehicles for which the Secretary of State may issue Professional Sports Teams license plates. Provides that the Comptroller shall order transferred and the Treasurer shall transfer all moneys in the Professional Sports Team Education Fund to the Common School Fund every 6 months (instead of "All moneys in the Professional Sports Teams Education Fund shall, subject to appropriation by the General Assembly and distribution by the Secretary, be deposited every 6 months into the Common School Fund"). Provides that the Secretary may provide an expedited process for the issuance of vehicle registration plates and contains additional provisions concerning applications and fees for expedited vehicle registration. Repeals a Section concerning a corporate-sponsored license plate study and a Section concerning a graduated registration fee study.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-658 and by adding Section 3-806.9 as follows:
 
6    (625 ILCS 5/3-658)
7    Sec. 3-658. Professional Sports Teams license plates.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary, may issue special
10registration plates designated as Professional Sports Teams
11license plates. The special plates issued under this Section
12shall be affixed only to passenger vehicles of the first
13division, motorcycles, and motor vehicles of the second
14division weighing not more than 8,000 pounds. Plates issued
15under this Section shall expire according to the multi-year
16procedure established by Section 3-414.1 of this Code.
17    (b) The design and color of the plates is wholly within the
18discretion of the Secretary, except that the plates shall,
19subject to the permission of the applicable team owner, display
20the logo of the Chicago Bears, the Chicago Bulls, the Chicago
21Blackhawks, the Chicago Cubs, the Chicago White Sox, the St.
22Louis Rams, or the St. Louis Cardinals, at the applicant's
23option. The Secretary may allow the plates to be issued as

1vanity or personalized plates under Section 3-405.1 of the
2Code. The Secretary shall prescribe stickers or decals as
3provided under Section 3-412 of this Code.
4    (c) An applicant for the special plate shall be charged a
5$40 fee for original issuance in addition to the appropriate
6registration fee. Of this fee, $25 shall be deposited into the
7Professional Sports Teams Education Fund and $15 shall be
8deposited into the Secretary of State Special License Plate
9Fund, to be used by the Secretary to help defray the
10administrative processing costs.
11    For each registration renewal period, a $27 fee, in
12addition to the appropriate registration fee, shall be charged.
13Of this fee, $25 shall be deposited into the Professional
14Sports Teams Education Fund and $2 shall be deposited into the
15Secretary of State Special License Plate Fund.
16    (d) The Professional Sports Teams Education Fund is created
17as a special fund in the State treasury. The Comptroller shall
18order transferred and the Treasurer shall transfer all moneys
19in the Professional Sports Team Education Fund to the Common
20School Fund every 6 months. All moneys in the Professional
21Sports Teams Education Fund shall, subject to appropriation by
22the General Assembly and distribution by the Secretary, be
23deposited every 6 months into the Common School Fund.

1    Sec. 3-806.9. Expedited vehicle registration. The
2Secretary of State may provide an expedited process for the
3issuance of vehicle registration plates. Expedited
4registration applications must be complete, including
5necessary forms, fees, and taxes. The Secretary shall charge an
6additional fee of not more than $10 for this service, and that
7fee shall cover the cost of shipping the vehicle registration
8plates via an express mail service. All fees collected by the
9Secretary for expedited registration services shall be
10deposited into the Motor Vehicle License Plate Fund.

13    Section 10. The Illinois Vehicle Code is amended by
14repealing Section 3-696 as added by Public Act 97-221 and
15Section 3-806.8.
