AMENDMENT TO SENATE BILL 3694




2    AMENDMENT NO. ______. Amend Senate Bill 3694, AS AMENDED, 
3by replacing everything after the enacting clause with the 
4following:

 
5    "Section 5. The State Finance Act is amended  by changing 
6Section 10 as follows:
 



7    (30 ILCS 105/10)  (from Ch. 127, par. 146)



8    Sec. 10. 
When an appropriation has been
made by the General 
9Assembly for the ordinary and contingent expenses of
the 
10operation, maintenance and administration of the several 
11offices,
departments, institutions, boards, commissions and 
12agencies of the State
government, the State Comptroller shall 
13draw his warrant on the State
Treasurer for the payment of the 
14same upon the presentation of itemized
vouchers, issued, 
15certified, and approved, as follows:

1        (1) Elective State officers in the executive 
2    Department, to be
certified and approved by such officers, 
3    respectively;


4        (2) The Supreme Court, to be certified and approved by 
5    the Chief
Justice thereof;


6        (3) Appellate Court, to be certified and approved by 
7    the Chief
Justice of each judicial district;


8        (4) The State Senate, to be certified and approved by 
9    the President;


10        (5) The House of Representatives, to be certified and 
11    approved by
the Speaker;


12        (6) The Auditor General, to be certified and approved 
13    by the Auditor
General;


14        (7) Clerks of courts, to be certified and approved by 
15    the clerk
incurring expenditures;


16        (8) The departments under the Civil Administrative 
17    Code, to be
certified and approved by the Director or 
18    Secretary of the Department;


19        (9) The University of Illinois, to be certified by the 
20    president and
secretary of the Board of Trustees of the 
21    University of Illinois, with
the corporate seal of the 
22    University attached thereto;


23        (10) The State Universities Retirement System, to be 
24    certified to by
the President and Secretary of the Board of 
25    Trustees of the System;


26        (11) The Board of Trustees of Illinois State

State government, certified and approved by 
14    such officer or by
the president or chairman and secretary 
15    or by the executive officer of such
board, commission or 
16    agency;


17        (17) Individuals, to be certified by such individuals;


18        (18) The farmers' institute, agricultural, livestock, 
19    poultry,
scientific, benevolent, and other private 
20    associations, or corporations
of whatsoever nature, to be 
21    certified and approved by the president
and secretary of 
22    such society.

23    Nothing contained in this Section shall be construed to 
24amend or
modify the "Personnel Code".

25    This Section is subject to Section 9.02.

1    Section 99. Effective date. This Act takes effect upon 
2becoming law.".
