AMENDMENT TO SENATE BILL 3773

2    AMENDMENT NO. ______. Amend Senate Bill 3773 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Governor's Office of Management and Budget
5Act is amended by adding Section 6.02 as follows:
 
6    (20 ILCS 3005/6.02 new)
7    Sec. 6.02. Grant agreement database.
8    (a) For the purposes of this Section, "State agency" means
9the offices of the constitutional officers identified in
10Article V of the Illinois Constitution, executive agencies, and
11departments, boards, commissions, and Authorities under the
12Governor.
13    (b) Beginning January 1, 2013, the Office shall create, on
14its official Internet website, an electronic database to allow
15any State agency or nonprofit vendor to submit grant agreements
16and grant-related documents electronically and to provide for

1the public display of those documents on its website. All grant
2agreements and all grant-related documents, including progress
3reports, status updates, and final reports that nonprofit
4vendors are required to submit to the State, such as those
5filed pursuant to the Illinois Grant Funds Recovery Act, shall
6be submitted electronically to, and displayed publicly on, the
7database. Any nonprofit vendor that is incapable of
8electronically filing its grant agreements and grant-related
9documents shall submit a written statement to the Office
10attesting to the reasons for its inability to do so, and that
11statement shall be published by the Office on the database.
12Nothing in this amendatory Act of the 97th General Assembly
13shall be construed to impede the implementation of an
14Enterprise Resource Planning system.
15    (c) The database created under subsection (b) shall include
16all information required to be published by subsection (b) that
17is available to the Office in a format the Office can compile
18and publish on the database. The Office shall update the
19database as additional information becomes available in a
20format that can be compiled and published on the database by
21the Office.
22    (d) Each State agency shall cooperate with the Office in
23furnishing the information necessary for the implementation of
24this Section within a timeframe specified by the Office.
 
25    Section 99. Effective date. This Act takes effect January
