SENATE JOINT RESOLUTION

 
2    WHEREAS, It is the purpose of the National Conference of
3State Legislatures (NCSL) to (i) advance the effectiveness,
4independence, and integrity of the legislatures as equal
5coordinate branches of government in the states and territories
6of the United States and the Commonwealth of Puerto Rico; (ii)
7seek to foster interstate cooperation; (iii) vigorously
8represent the states and their legislatures in the American
9federal system of government; and (iv) work for the improvement
10of the organization, processes, and operations of the state
11legislatures, the knowledge and effectiveness of individual
12legislators and staff, and the encouragement of the practice of
13high standards of personal and professional conduct by
14legislators and staffs; and
 
15    WHEREAS, The NCSL annual conference, since its inception in
161975, has been held in such celebrated American cities as New
17York, Philadelphia, San Francisco, Boston, New Orleans,
18Indianapolis, Orlando, Denver, and Chicago, with Chicago
19hosting the event in 1982 and 2000; and
 
20    WHEREAS, Pursuant to the vote of the Executive Committee of
21the NCSL, Chicago, Illinois, was selected and will serve as the
22host city and state for the 2012 NCSL Legislative Summit; and

1    WHEREAS, The City of Chicago, with its great cultural
2wealth, vast diversity, and its prominence as a global center
3of conventions and tourism, serves as an ideal setting to host
4such a prestigious national event; and
 
5    WHEREAS, By hosting a conference of such magnitude in the
6State of Illinois and the City of Chicago, both the city and
7the State will benefit from the influx of public and private
8sector revenue as well as the distinction associated with such
9an event; and
 
10    WHEREAS, The development and implementation of a concise
11plan to successfully fulfill the goals and high aspirations of
12the annual NCSL conference requires an extensive logistical and
13preparatory approach; and
 
14    WHEREAS, The General Assembly of the State of Illinois
15realizes the necessity of creating a special committee to
16develop a succinct plan to bring to fruition and enhance the
17high standards that have been set by previous hosts of the
18annual conference; therefore, be it
 
19    RESOLVED, BY THE SENATE OF THE NINETY-SEVENTH GENERAL
20ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
21CONCURRING HEREIN, that there is created a Host Committee for
22the NCSL Legislative Summit to be held in Chicago, Illinois, in

1the year 2012; and be it further
 
2    RESOLVED, That the Host Committee shall consist of 3
3members of the Senate appointed by the President of the Senate,
4one of whom shall be designated by the President of the Senate
5as a co-chairperson of the Host Committee; 3 members of the
6Senate appointed by the Minority Leader of the Senate; 3
7members of the House of Representatives appointed by the
8Speaker of the House, one of whom shall be designated by the
9Speaker of the House as a co-chairperson of the Host Committee;
10and 3 members of the House of Representatives appointed by the
11Minority Leader of the House of Representatives; and be it
12further
 
13    RESOLVED, That the Mayor of the City of Chicago, the
14Executive Director of the Chicago Convention and Tourism
15Bureau, and the Director of the Department of Commerce and
16Economic Opportunity shall serve as ex-officio, non-voting
17members of the Host Committee; and be it further
 
18    RESOLVED, That members of the Host Committee shall serve
19without compensation but shall be reimbursed for their
20reasonable and necessary expenses incurred in the performance
21of their official duties; and be it further
 
22    RESOLVED, That the Host Committee may hire staff to advance

1the objectives of the Committee; and be it further
 
2    RESOLVED, That under the direction of the Host Committee,
3the Department of Commerce and Economic Opportunity and all
4legislative agencies shall provide support services and
5assistance; and be it further
 
6    RESOLVED, That the Host Committee shall formulate a plan
7for the procedures and activities of the conference; and be it
8further
 
9    RESOLVED, That the Host Committee shall undertake both
10public and private sector fundraising initiatives to support
11and defray the costs associated with hosting the conference;
12and be it further
 
13    RESOLVED, That suitable copies of this resolution shall be
14distributed to the President of the Senate, the Minority Leader
15of the Senate, the Speaker of the House of Representatives, the
16Minority Leader of the House of Representatives, the Mayor of
17the City of Chicago, the Executive Director of the Chicago
18Convention and Tourism Bureau, the Director of Commerce and
19Economic Opportunity, and the Executive Directors of the
20legislative agencies.
