    Amends the State Employees Group Insurance Act of 1971, the Illinois Pension Code, the Metropolitan Transit Authority Act, and the Regional Transportation Authority Act. Eliminates compensation, as well as pension and group insurance benefits, for individuals who first become members of the Regional Transportation Authority Board, Suburban Bus Board, Commuter Rail Board, or Chicago Transit Authority Board on or after the effective date of the amendatory Act. Effective immediately.

1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Employees Group Insurance Act of 1971
5is amended by adding Sections 2.5, 2.6, 2.7, and 2.8 as
6follows:
 
7    (5 ILCS 375/2.5 new)
8    Sec. 2.5. Application to Regional Transportation Authority
9Board members. This Act does not apply to any individual who
10first becomes a member of the Regional Transportation Authority
11Board on or after the effective date of this amendatory Act of
12the 98th General Assembly with respect to service on that
13Board.

15    Sec. 2.6. Application to Suburban Bus Board members. This
16Act does not apply to any individual who first becomes a member
17of the Suburban Bus Board on or after the effective date of
18this amendatory Act of the 98th General Assembly with respect
19to service on that Board.

11    Section 10. The Illinois Pension Code is amended by adding
12Sections 22-105, 22-106, 22-107, and 22-108 as follows:

11    Sec. 22-108. Application to Chicago Transit Authority
12Board members. This Code does not apply to any individual who
13first becomes a member of the Chicago Transit Authority Board
14on or after the effective date of this amendatory Act of the
1598th General Assembly with respect to service on that Board.
 
16    Section 15. The Metropolitan Transit Authority Act is
17amended by changing Sections 19 and 22 as follows:

19    Sec. 19. Compensation; pension; benefits.
20    (a) The governing and administrative body of the Authority
21shall be a board consisting of seven members, to be known as
22Chicago Transit Board. Members of the Board shall be residents

1of the metropolitan area and persons of recognized business
2ability. No member of the Board of the Authority shall hold any
3other office or employment under the Federal, State or any
4County or any municipal government except an honorary office
5without compensation or an office in the National Guard. No
6employee of the Authority shall hold any other office or
7employment under the Federal, State or any County or any
8municipal government except an office with compensation not
9exceeding $15,000 annually or a position in the National Guard
10or the United States military reserves. Provided, however, that
11the Chairman may be a member of the Board of the Regional
12Transportation Authority. No member of the Board or employee of
13the Authority shall have any private financial interest, profit
14or benefit in any contract, work or business of the Authority
15nor in the sale or lease of any property to or from the
16Authority.
17    (b) For terms of office beginning before the effective date
18of this amendatory Act of the 98th General Assembly, the The
19salary of each member of the initial Board shall be $15,000.00
20per annum, and such salary shall not be increased or diminished
21during his or her term of office. The salaries of successor
22members of the Board shall be fixed by the Board and shall not
23be increased or diminished during their respective terms of
24office. No Board member shall be allowed any fees, perquisites
25or emoluments, reward or compensation for his or her services
26as a member or officer of the Authority aside from his or her

1salary or pension, but he or she shall be reimbursed for actual
2expenses incurred by him or her in the performance of his or
3her duties.
4    (c) For terms of office beginning on or after the effective
5date of this amendatory Act of the 98th General Assembly,
6members of the Board shall receive no annual salary or other
7compensation for their service in office, except that each
8member shall be reimbursed for actual expenses incurred in the
9performance of his or her duties.
10    For individuals who first become members of the Board on or
11after the effective date of this amendatory Act of the 98th
12General Assembly, no service or contribution shall be credited
13in any retirement system or pension fund, under the Illinois
14Pension Code or otherwise, for service on the Board, and no
15public funds shall be appropriated, expended, or otherwise
16obligated for such a retirement system or pension fund credit.
17For terms of office beginning on or after the effective date of
18this amendatory Act of the 98th General Assembly, neither the
19chairman nor any other member of the Board shall receive a
20financial benefit or perquisite, including without limitation
21participation in a program of life or health insurance, for his
22or her service on the Board.

25    Sec. 22. Chairperson; terms; compensation. As soon as

1possible after the appointment of the initial members, the
2board shall organize for the transaction of business, select a
3chairman and a temporary secretary from its own number, and
4adopt by-laws, rules and regulations to govern its proceedings.
5The initial chairman and successors shall be elected by the
6Board from time to time for the term of his or her office as a
7member of the Board or for the term of three years, whichever
8is shorter.
9    For terms of office beginning before the effective date of
10this amendatory Act of the 98th General Assembly, the The Board
11shall fix the salary of the chairperson chairman in addition to
12his or her salary as a member of the Board, which shall not be
13increased or diminished during his or her term of office as
14chairperson chairman. But if the chairperson chairman is
15engaged in any other business or employment during his or her
16term as chairperson chairman, his or her annual salary shall be
17not more than $25,000.
18    For terms office beginning on or after the effective date
19of this amendatory Act of the 98th General Assembly, the
20chairperson shall receive no annual salary or other
21compensation for his or her service in office, except that the
22chairperson shall be reimbursed for actual expenses incurred in
23the performance of his or her duties.
24    For individuals who first become a chairperson on or after
25the effective date of this amendatory Act of the 98th General
26Assembly, no service or contribution shall be credited in any

1retirement system or pension fund, under the Illinois Pension
2Code or otherwise, for service on the Board, and no public
3funds shall be appropriated, expended, or otherwise obligated
4for such a retirement system or pension fund credit. For terms
5of office beginning on or after the effective date of this
6amendatory Act of the 98th General Assembly, neither the
7chairman nor any other member of the Board shall receive a
8financial benefit or perquisite, including without limitation
9participation in a program of life or health insurance, for his
10or her service on the Board.

12    Section 25. The Regional Transportation Authority Act is
13amended by changing Sections 3.04, 3A.06, and 3B.06 as follows:

16office beginning before the effective date of this amendatory
17Act of the 98th General Assembly, each Each Director including

20by the Authority, shall be compensated at the rate of $25,000
21per year.
22    For terms of office beginning on or after the effective

7General Assembly, no service or contribution shall be credited

7of the 98th General Assembly, members of the Suburban Bus
8Board, including the Chairperson, shall receive no annual
9salary or other compensation for their service in office,
10except that the Chairperson and each Each member shall be
11reimbursed for actual expenses incurred in the performance of
12his or her duties, not to exceed $5000 per year.
13    For individuals who first become members of the Board on or
14after the effective date of this amendatory Act of the 98th
15General Assembly, no service or contribution shall be credited
16in any retirement system or pension fund, under the Illinois
17Pension Code or otherwise, for service on that Board, and no
18public funds shall be appropriated, expended, or otherwise
19obligated for such a retirement system or pension fund credit.
20For terms of office beginning on or after the effective date of
21this amendatory Act of the 98th General Assembly, neither the
22Chairperson nor any other member of the Board shall receive a
23financial benefit or perquisite for his or her service on the
24Board, including without limitation participation in a program
25of life or health insurance.
