2 | AMENDMENT NO. ______. Amend House Bill 489 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The School Code is amended by adding Section | ||||||
5 | 34-18.48 as follows: | ||||||
6 | (105 ILCS 5/34-18.48 new) | ||||||
7 | Sec. 34-18.48. Basic skills class. | ||||||
8 | (a) The board shall establish a basic skills class for | ||||||
9 | students in each of grades 4, 5, and 6. If a 3rd grade student | ||||||
10 | is at least 2 grade levels behind in reading or mathematics, | ||||||
11 | based on an assessment of the student's reading and mathematics | ||||||
12 | skills, the student must be placed in a basic skills class when | ||||||
13 | he or she is in the 4th, 5th, and 6th grades until he or she | ||||||
14 | completes 6th grade or attains reading or mathematics skills | ||||||
15 | that are at or above the 6th grade level, whichever occurs | ||||||
16 | first. |

1 | (b) The basic skills class shall serve those students who | ||||||
2 | at the end of 3rd grade are not performing at grade level in | ||||||
3 | reading or mathematics by furnishing those students with a | ||||||
4 | separate classroom environment in which they can be given | ||||||
5 | additional assistance and instruction in reading or | ||||||
6 | mathematics with the goal of attaining reading or mathematics | ||||||
7 | skills at or above the 6th grade level upon the completion of | ||||||
8 | 6th grade. The basic skills class must not be classified as a | ||||||
9 | special education class. | ||||||
10 | (c) The State Board of Education shall create the | ||||||
11 | appropriate curriculum for the basic skills class, establish | ||||||
12 | learning objectives for students in a basic skills class, and | ||||||
13 | provide lesson plans for the basic skills class. ".
