SYNOPSIS AS INTRODUCED:
 

 
105 ILCS 5/22-77 new

     Amends the School Code.  Creates the Young Adults Heroin Use Task Force to address the growing problem of heroin use in high schools across this State.  Sets forth the membership of the Task Force.  Requires the Task Force to conduct a study on the heroin use problem in high schools and suggest programs for high schools to use to address the problem, which programs may involve local law enforcement agencies.
Requires the Task Force to report its findings and recommendations to the General Assembly and Governor on or before June 30, 2014.  Abolishes the Task Force and repeals these provisions on July 1, 2014.
Effective immediately.

1    AN ACT concerning education.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The School Code is amended  by adding Section 
522-77 as follows:
 
6    (105 ILCS 5/22-77 new)
7    (Section scheduled to be repealed on July 1, 2014)
8    Sec. 22-77. Young Adults Heroin Use Task Force.
9    (a)  There is created the Young Adults Heroin Use Task Force 
10to address the growing problem of heroin use in high schools 
11across this State.  The Task Force shall consist of all of the 
12following members:
13        (1)  Three members of the House of Representatives, 
14    appointed by the Speaker of the House of Representatives.
15        (2)  Two members of the House of Representatives, 
16    appointed by the Minority Leader of the House of 
17    Representatives.
18        (3)  Two members of the House of Representatives who 
19    serve in the House Majority Leadership, appointed by the 
20    Governor.
21    Members of the Task Force shall serve without compensation 
22but shall be reimbursed for their reasonable and necessary 
23expenses from funds appropriated to the State Board of

1Education for that purpose.  The members of the Task Force shall 
2be reimbursed for their travel expenses from appropriations to 
3the State Board of Education available for that purpose and 
4subject to the rules of the appropriate travel control board.
5    (b)  The Task Force shall meet initially at the call of the 
6Speaker of the House of Representatives, shall select one 
7member as chairperson at its initial meeting, and shall 
8thereafter meet at the call of the chairperson.  The State Board 
9of Education shall provide administrative and other support to 
10the Task Force.
11    (c)  The Task Force shall conduct a study on the heroin use 
12problem in high schools and suggest programs for high schools 
13to use to address the problem, which programs may involve local 
14law enforcement agencies.
15    (d)  On or before June 30, 2014, the Task Force shall report 
16its findings and recommendations to the General Assembly, by 
17filing copies of its report as provided in Section 3.1 of the 
18General Assembly Organization Act, and to the Governor.
19    (e)  The Task Force is abolished and this Section is 
20repealed on July 1, 2014.
 
 
21    Section 99. Effective date. This Act takes effect upon 
22becoming law.
