Amends the State Property Control Act and the Board of Higher Education Act. Provides that, with respect to public universities, the Department of Central Management Services may require a listing of equipment items only for those items valued in excess of $1,000. Provides that each State university shall report annually to the Board of Higher Education on any tuition increases for the upcoming academic year and any cost-saving measures undertaken during the previous fiscal year. Requires the Board to include information on tuition increases and cost-saving measures in a specific report to the General Assembly. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Property Control Act is amended by |
5 | | changing Section 6.04 as follows:
|

7 | | Sec. 6.04.
Annually, and upon at least 30 days notice, the |
8 | | administrator
may require each responsible officer to make, or |
9 | | cause to be made, an
actual physical inventory check of all |
10 | | items of property under his
jurisdiction and control and said |
11 | | inventory shall be certified to the
administrator with a full |
12 | | accounting of all errors or exceptions reported
therein. With |
13 | | respect to public universities, the Department of Central |
14 | | Management Services may require a listing of equipment items |
15 | | only for those items valued in excess of $1,000.

or supervision shall not |
9 | | hereafter undertake the establishment of any new
unit of |
10 | | instruction, research or public service without the approval of |
11 | | the
Board. The term "new unit of instruction, research or |
12 | | public service"
includes the establishment of a college, |
13 | | school, division, institute,
department or other unit in any |
14 | | field of instruction, research or public
service not |
15 | | theretofore included in the program of the institution, and
|
16 | | includes the establishment of any new branch or campus. The |
17 | | term does not
include reasonable and moderate extensions of |
18 | | existing curricula, research,
or public service programs which |
19 | | have a direct relationship to existing
programs; and the Board |
20 | | may, under its rule making power, define the
character of such |
21 | | reasonable and moderate extensions.

22 | | Such governing boards shall submit to the Board all |
23 | | proposals for a new
unit of instruction, research, or public |
24 | | service. The Board may approve or
disapprove the proposal in |
25 | | whole or in part or approve modifications
thereof whenever in |
26 | | its judgment such action is consistent with the
objectives of |

1 | | an existing or proposed master plan of higher education.
|
2 | | The Board of Higher Education is authorized to review |
3 | | periodically all
existing programs of instruction, research |
4 | | and public service at the State
universities and colleges and |
5 | | to advise the appropriate board of control if
the contribution |
6 | | of each program is not educationally and economically
|
7 | | justified. Each State university shall report annually to the |
8 | | Board on programs of instruction, research, or public service |
9 | | that have been terminated, dissolved, reduced, or consolidated |
10 | | by the university. Each State university shall also report to |
11 | | the Board all programs of instruction, research, and public |
12 | | service that exhibit a trend of low performance in enrollments, |
13 | | degree completions, and high expense per degree. Each State |
14 | | university shall report annually to the Board on any tuition |
15 | | increases for the upcoming academic year and any cost-saving |
16 | | measures undertaken during the previous fiscal year. The Board |
17 | | shall compile an annual report that shall contain information |
18 | | on tuition increases and cost-saving measures, new programs |
19 | | created, existing programs that have been closed or |
20 | | consolidated, and programs that exhibit low performance or |
21 | | productivity. The report must be submitted to the General |
22 | | Assembly. The Board shall have the authority to define relevant |
23 | | terms and timelines by rule with respect to this reporting.

25 | | Section 99. Effective date. This Act takes effect upon |
26 | | becoming law.
