1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The School Code is amended by adding Section | ||||||
5 | 2-3.157 as follows: | ||||||
6 | (105 ILCS 5/2-3.157 new) | ||||||
7 | (Section scheduled to be repealed on May 31, 2015) | ||||||
8 | Sec. 2-3.157. Task Force on Civic Education. | ||||||
9 | (a) The State Board of Education shall establish the Task | ||||||
10 | Force on Civic Education, to be comprised of all of the | ||||||
11 | following members, with an emphasis on bipartisan legislative | ||||||
12 | representation and diverse non-legislative stakeholder | ||||||
13 | representation: | ||||||
14 | (1) One member appointed by the Speaker of the House of | ||||||
15 | Representatives. | ||||||
16 | (2) One member appointed by the President of the | ||||||
17 | Senate. | ||||||
18 | (3) One member appointed by the Minority Leader of the | ||||||
19 | House of Representatives. | ||||||
20 | (4) One member appointed by the Minority Leader of the | ||||||
21 | Senate. | ||||||
22 | (5) One member appointed by the head of an association | ||||||
23 | representing a teachers union. |

1 | (6) One member appointed by the head of an association | ||||||
2 | representing the Chicago Teachers Union. | ||||||
3 | (7) One member appointed by the head of an association | ||||||
4 | representing social studies teachers. | ||||||
5 | (8) One member appointed by the head of an association | ||||||
6 | representing school boards. | ||||||
7 | (9) One member appointed by the head of an association | ||||||
8 | representing the media. | ||||||
9 | (10) One member appointed by the head of an association | ||||||
10 | representing the non-profit sector that promotes civic | ||||||
11 | education as a core mission. | ||||||
12 | (11) One member appointed by the head of an association | ||||||
13 | representing the non-profit sector that promotes civic | ||||||
14 | engagement among the general public. | ||||||
15 | (12) One member appointed by the president of an | ||||||
16 | institution of higher education who teaches college or | ||||||
17 | graduate-level government courses or facilitates a program | ||||||
18 | dedicated to cultivating civic leaders. | ||||||
19 | (13) One member appointed by the head of an association | ||||||
20 | representing principals or district superintendents. | ||||||
21 | (b) The members of the Task Force shall serve without | ||||||
22 | compensation but shall be reimbursed for their reasonable and | ||||||
23 | necessary expenses from funds appropriated to the State Board | ||||||
24 | of Education for that purpose. The members of the Task Force | ||||||
25 | shall be reimbursed for their travel expenses from | ||||||
26 | appropriations to the State Board of Education available for |

1 | that purpose and subject to the rules of the appropriate travel | ||||||
2 | control board. | ||||||
3 | (c) The members of the Task Force shall be considered | ||||||
4 | members with voting rights. A quorum of the Task Force shall | ||||||
5 | consist of a simple majority of the members of the Task Force. | ||||||
6 | All actions and recommendations of the Task Force must be | ||||||
7 | approved by a simple majority vote of the members. | ||||||
8 | (d) The Task Force shall meet initially at the call of the | ||||||
9 | State Superintendent of Education, shall elect one member as | ||||||
10 | chairperson at its initial meeting through a simple majority | ||||||
11 | vote of the Task Force, and shall thereafter meet at the call | ||||||
12 | of the chairperson. | ||||||
13 | (e) The State Board of Education shall provide | ||||||
14 | administrative and other support to the Task Force. | ||||||
15 | (f) The Task Force is charged with all of the following | ||||||
16 | tasks: | ||||||
17 | (1) To analyze the current state of civic education in | ||||||
18 | this State. | ||||||
19 | (2) To analyze current civic education laws in other | ||||||
20 | jurisdictions, both mandated and permissive. | ||||||
21 | (3) To identify best practices in civic education in | ||||||
22 | other jurisdictions. | ||||||
23 | (4) To make recommendations to the General Assembly | ||||||
24 | focused on substantially increasing civic literacy and the | ||||||
25 | capacity of youth to obtain the requisite knowledge, | ||||||
26 | skills, and practices to be civically informed members of |

1 | the public. | ||||||
2 | (5) To make funding recommendations if the Task Force's | ||||||
3 | recommendations to the General Assembly would require a | ||||||
4 | fiscal commitment. | ||||||
5 | (g) No later than May 31, 2014, the Task Force shall | ||||||
6 | summarize its findings and recommendations in a report to the | ||||||
7 | General Assembly, filed as provided in Section 3.1 of the | ||||||
8 | General Assembly Organization Act. Upon filing its report, the | ||||||
9 | Task Force is dissolved. | ||||||
10 | (h) This Section is repealed on May 31, 2015.

11 | Section 99. Effective date. This Act takes effect upon | ||||||
12 | becoming law.
