Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Requires the Department to establish a lifelong learning program to allow employees, with the support of their employers, to create educational savings accounts that may be used to fund approved education and training.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
6 | | amended by adding Section 605-338 as follows: |
7 | | (20 ILCS 605/605-338 new) |
8 | | Sec. 605-338. Lifelong learning program. |
9 | | (a) The Department shall establish a lifelong learning |
10 | | program to allow employees, with the support of their |
11 | | employers, to create educational savings accounts that may be |
12 | | used to fund approved education and training. The Department |
13 | | may partner with financial institutions and other public, |
14 | | private, and nonprofit organizations in order to enable |
15 | | employees use the educational savings accounts to attain |
16 | | high-skilled and high-wage jobs in their communities. |
17 | | (b) The educational savings accounts shall be established |
18 | | by employees and employers to support the education and |
19 | | training of employees in a manner that is aligned with the |
20 | | employee's approved career development plan. |
21 | | (c) The Department may adopt rules to implement this |
22 | | Section. |
