AMENDMENT TO HOUSE BILL 2947

2    AMENDMENT NO. ______. Amend House Bill 2947 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Budget Law of the Civil
5Administrative Code of Illinois is amended by changing Section
650-10 as follows:
 
7    (15 ILCS 20/50-10)  (was 15 ILCS 20/38.1)
8    Sec. 50-10. Budget contents. The budget shall be submitted
9by the Governor with line item and program data. The budget
10shall also contain performance data presenting an estimate for
11the current fiscal year, projections for the budget year, and
12information for the 3 prior fiscal years comparing department
13objectives with actual accomplishments, formulated according
14to the various functions and activities, and, wherever the
15nature of the work admits, according to the work units, for
16which the respective departments, offices, and institutions of

1the State government (including the elective officers in the
2executive department and including the University of Illinois
3and the judicial department) are responsible.
4    For the fiscal year beginning July 1, 1992 and for each
5fiscal year thereafter, the budget shall include the
6performance measures of each department's accountability
7report.
8    For the fiscal year beginning July 1, 1997 and for each
9fiscal year thereafter, the budget shall include one or more
10line items appropriating moneys to the Department of Human
11Services to fund participation in the Home-Based Support
12Services Program for Mentally Disabled Adults under the
13Developmental Disability and Mental Disability Services Act by
14persons described in Section 2-17 of that Act.
15    The budget shall contain a capital development section in
16which the Governor will present (1) information on the capital
17projects and capital programs for which appropriations are
18requested, (2) the capital spending plans, which shall document
19the first and subsequent years cash requirements by fund for
20the proposed bonded program, and (3) a statement that shall
21identify by year the principal and interest costs until
22retirement of the State's general obligation debt. In addition,
23the principal and interest costs of the budget year program
24shall be presented separately, to indicate the marginal cost of
25principal and interest payments necessary to retire the
26additional bonds needed to finance the budget year's capital

1program. In 2004 only, the capital development section of the
2State budget shall be submitted by the Governor not later than
3the fourth Tuesday of March (March 23, 2004).
4    The budget shall contain a Section indicating whether there
5is a projected budget surplus or a projected budget deficit for
6the current fiscal year, or whether the current fiscal year's
7budget is projected to be balanced, based on estimates prepared
8by the Governor's Office of Management and Budget using actual
9figures available on the date the budget is submitted. These
10estimates shall not include as assets any monies borrowed or
11swept during the current fiscal year from funds other than
12budgeted funds as that term is defined in subsection (a) of
13Section 50-5. These estimates shall include all liabilities
14actually incurred during the current fiscal year regardless of
15whether the liability is to be paid out of a future fiscal
16year's appropriation. These estimates shall not include
17payments that are made from a future fiscal year's
18appropriations, as provided in Section 25 of the State Finance
19Act.
20    For the budget year, the current year, and 3 prior fiscal
21years, the Governor shall also include in the budget estimates
22of or actual values for the assets and liabilities for General
23Assembly Retirement System, State Employees' Retirement System
24of Illinois, State Universities Retirement System, Teachers'
25Retirement System of the State of Illinois, and Judges
26Retirement System of Illinois.

1    The budget submitted by the Governor shall contain, in
2addition, in a separate book, a tabulation of all position and
3employment titles in each such department, office, and
4institution, the number of each, and the salaries for each,
5formulated according to divisions, bureaus, sections, offices,
6departments, boards, and similar subdivisions, which shall
7correspond as nearly as practicable to the functions and
8activities for which the department, office, or institution is
9responsible.
10    Together with the budget, the Governor shall transmit the
11estimates of receipts and expenditures, as received by the
12Director of the Governor's Office of Management and Budget, of
13the elective officers in the executive and judicial departments
14and of the University of Illinois.
15    An applicable appropriations committee of each chamber of
16the General Assembly, for fiscal year 2012 and thereafter, must
17review individual line item appropriations and the total budget
18for each State agency, as defined in the Illinois State
19Auditing Act.
