SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Office of New Americans in the Office of the Governor. Requires the Office to maintain and continue to develop on behalf of the people of the State of Illinois a New Americans Immigrant Policy that builds upon the strengths of immigrants, their families, and their institutions, and expedites their journey towards self-sufficiency. Requires the Office to identify strategic partnerships with State agencies. Requires each State agency under the jurisdiction of the Governor to develop a New American Plan that incorporates effective training and resources, ensures culturally and linguistically competent and appropriate services, and includes administrative practices that reach out to and reflect the needs of the immigrant populations and populations with limited English proficiency.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Governor's Office of New Americans Act.
 
6    Section 5. Governor's Office of New Americans. The Office
7of New Americans is hereby created in the Office of the
8Governor. The Office of New Americans shall maintain and
9continue to develop on behalf of the people of the State of
10Illinois a New Americans Immigrant Policy that builds upon the
11strengths of immigrants, their families, and their
12institutions, and expedites their journey towards
13self-sufficiency. The policy developed by the Office shall
14enable State government to more effectively assist immigrants
15in overcoming barriers to success and shall facilitate host
16communities' ability to capitalize on the assets of their
17immigrant populations.
18    The Governor's Office of New Americans shall identify
19strategic partnerships with State agencies under the
20jurisdiction of the Governor in an effort to implement best
21practices, policies, and procedures and make recommendations
22for statewide policy and administrative changes.

1    Section 10. New American Plans. Each State agency under the
2jurisdiction of the Governor shall develop a New American Plan
3that incorporates effective training and resources, ensures
4culturally and linguistically competent and appropriate
5services, and includes administrative practices that reach out
6to and reflect the needs of the immigrant populations and
7populations with limited English proficiency. Each State
8agency under the jurisdiction of the Governor shall consider
9the New Americans Immigrant Policy Council's recommendations
10in creating the agency's plans. Agency plans should be
11submitted to the Governor for approval.
