To the Honorable Members of the Illinois House of Representatives,
98th General Assembly:
I hereby veto House Bill 3139 from the 98th General Assembly. My decision to veto this legislation reflects a technical, rather than substantive disagreement. This bill allows motorists to use an electronic form of proof of insurance. The language in this bill is duplicative of language in Senate Bill 1775, which is still under consideration.
Therefore, pursuant to Article IV, Section 9(b) of the Illinois Constitution of 1970, I hereby return House Bill 3139, entitled “AN ACT concerning transportation.”, with the foregoing objection, vetoed in its entirety.
