Amends the Board of Higher Education Act. Requires each public university to submit to the Board of Higher Education a study of the costs of making available online 4 of the university's most popular degree programs, as determined by the university. Sets forth what must be included in the cost study. Requires the Board of Higher Education to use new and existing data to evaluate probable student outcomes for online degree plans identified by the universities; sets forth other Board requirements.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Board of Higher Education Act is amended by |
5 | | adding Section 9.34 as follows: |
6 | | (110 ILCS 205/9.34 new) |
7 | | Sec. 9.34. Online degree plans; cost study. |
8 | | (a) Each public university shall submit to the Board a |
9 | | study of the costs of making available online 4 of the |
10 | | university's most popular degree programs, as determined by the |
11 | | university. Each university's reported cost study must include |
12 | | the methodology used for the cost study and an explanation for |
13 | | each expense listed in the study. |
14 | | (b) The Board shall use new and existing data, including |
15 | | performance measures, ongoing research studies, and survey |
16 | | data, to evaluate probable student outcomes for online degree |
17 | | plans identified by the universities. The Board shall do the |
18 | | following: |
19 | | (1) analyze and compare all reported cost studies under |
20 | | this Section and corresponding student outcomes to |
21 | | determine the most efficient and effective of the proposed |
22 | | online degree plans among those universities generally; |
23 | | and |
