    Amends the General Assembly Operations Act. Provides that a liaison or other employee of an executive branch officer may not lobby on the floor of the House of Representatives or the Senate, or any employee thereof, while in session. Defines "lobby". Effective immediately.

1    AN ACT concerning State government.
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4    Section 5. The General Assembly Operations Act is amended
5by adding Section 15 as follows:
6    (25 ILCS 10/15 new)
7    Sec. 15. Notwithstanding any other law to the contrary, on
8and after the effective date of this amendatory Act of the 98th
9General Assembly, a person employed as a legislative liaison
10for, or otherwise employed by, an executive branch officer, or
11any agency, board, or commission under the control of an
12executive branch officer, may not lobby on the floor of the
13House of Representatives while the House of Representatives is
14in session or the floor of the Senate while the Senate is in
15session. For the purposes of this Section, "lobby" means any
16communication with a member of the House of Representatives or
17Senate, or any employee of the House of Representatives or of
18the Senate, for the ultimate purpose of influencing any
19executive, legislative, or administrative action.
20    Section 99. Effective date. This Act takes effect upon
21becoming law.
