AMENDMENT TO HOUSE BILL 3950

2    AMENDMENT NO. ______. Amend House Bill 3950 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
514-1.09 as follows:
 
6    (105 ILCS 5/14-1.09)  (from Ch. 122, par. 14-1.09)
7    Sec. 14-1.09. School psychologist. "School psychologist"
8means a psychologist who meets the following qualifications:
9        (1) The psychologist:
10            (A) has graduated with a master's or higher degree
11        in psychology or educational psychology from an
12        institution of higher learning that which maintains
13        equipment, courses of study, and standards of
14        scholarship approved by the State Board of Education,
15        who has had at least one school year of full-time
16        supervised experience in the delivery of school

1        psychological services of a character approved by the
2        State Superintendent of Education, and who has such
3        additional qualifications as may be required by the
4        State Board of Education; or , and
5            (B) holds a valid Nationally Certified School
6        Psychologist (NCSP) certificate and has such
7        additional qualifications as may be required by the
8        State Board of Education.
9        (2) The psychologist who holds a Professional Educator
10    License with a school psychologist endorsement School
11    Service Personnel Certificate endorsed for school
12    psychology issued pursuant to Section 21B-25 of this Code
13    21-25. Persons so licensed certified may use the title
14    "school psychologist" and may offer school psychological
15    services which are limited to those services set forth in
16    23 Ill. Adm. Code 226, Special Education, pertaining to
17    children between the ages of 3 to 21, promulgated by the
18    State Board of Education.
19    School psychologists may make evaluations, recommendations
20or interventions regarding the placement of children in
21educational programs or special education classes. However, a
22school psychologist shall not provide such services outside his
23or her employment to any student in the district or districts
24which employ such school psychologist.
