| | Creates the 72-Hour Bill Review Act. Sets forth time requirements during which legislation must be made publicly available before passage. Provides that the time requirements may be waived by an affirmative two-thirds vote of the full committee or chamber considering the legislation. Effective immediately.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | 72-Hour Bill Review Act. |
6 | | Section 5. Definitions. As used in this Act: |
7 | | "Amendment" means any proposed change to a bill. |
8 | | "Publicly available" means available for viewing on the |
9 | | General Assembly's Internet website and published in a bill |
10 | | report, committee report, or conference-committee report. |
11 | | "Striking amendment" means any amendment removing and |
12 | | replacing everything after the enacting clause of a bill. |
13 | | Section 10. Hearing or votes prohibited for 72 hours. A |
14 | | hearing or vote on any bill is prohibited for at least 72 hours |
15 | | after the bill is made publicly available. This 72-hour period |
16 | | excludes Saturdays, Sundays, and holidays unless the chamber |
17 | | considering the bill is in session on that day. |
18 | | Section 15. Adoption of amendments and striking |
19 | | amendments. |
20 | | (a) A vote on an amendment to a bill is not in order unless |
21 | | that amendment is made publicly available at least 24 hours |
