SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/34-6.5 new

    Amends the Chicago School District Article of the School Code. On or before July 1, 2015 and thereafter, requires the Chicago Board of Education to appoint a superintendent of early childhood education. Provides that persons appointed to that office shall serve pursuant to a performance-based contract for a term ending on June 30th of the third calendar year after appointment. Provides that the superintendent of early childhood education shall have charge and control of the provision of early childhood education by the district, subject to the approval of the board. With regard to the provision of early childhood education by the district, provides that, on July 1, 2015, all powers, duties, assets, liabilities, employees, contracts, property, records, pending business, and unexpended funds of the general superintendent of schools, the chief executive officer, or persons appointed by the general superintendent of schools or chief executive officer are transferred to the superintendent of early childhood education. Sets forth other provisions with respect to this transfer.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by adding Section
534-6.5 as follows:
 
6    (105 ILCS 5/34-6.5 new)
7    Sec. 34-6.5. Superintendent of early childhood education.
8    (a) On or before July 1, 2015 and thereafter, the board
9shall, by a vote of a majority of its full membership, appoint
10a superintendent of early childhood education. Persons
11appointed to that office shall serve pursuant to a
12performance-based contract for a term ending on June 30th of
13the third calendar year after appointment. The superintendent
14of early childhood education shall have charge and control of
15the provision of early childhood education by the district,
16subject to the approval of the board and to other provisions of
17this Article.
18    (b) With regard to the provision of early childhood
19education by the district, on July 1, 2015, all powers, duties,
20assets, liabilities, employees, contracts, property, records,
21pending business, and unexpended funds of the general
22superintendent of schools, the chief executive officer, or
23persons appointed by the general superintendent of schools or

1chief executive officer are transferred to the superintendent
2of early childhood education.
3    With regard to the provision of early childhood education
4by the district, beginning on July 1, 2015, references in
5policies, rules, forms, and other documents to the general
6superintendent of schools, the chief executive officer, or
7persons appointed by the general superintendent of schools or
8chief executive officer shall, in appropriate contexts, be
9deemed to refer to the superintendent of early childhood
10education.
11    All policies, rules, standards, and procedures adopted by
12the general superintendent of schools, the chief executive
13officer, or persons appointed by the general superintendent of
14schools or chief executive officer with regard to the provision
15of early childhood education by the district that are in effect
16on July 1, 2015 shall continue in effect as the policies,
17rules, standards, and procedures of the superintendent of early
18childhood education until they are amended or repealed by the
19superintendent of early childhood education.
