Amends the Illinois Rural/Downstate Health Act. Provides that moneys from fees shall be deposited into the Rural/Downstate Health Access Fund. Provides that moneys in the Rural/Downstate Health Access Fund may be used for programs for the medically underserved. Provides that fees may be collected by the Center for Rural Health and deposited into the Fund for the purpose of administering the J-1 Visa Waiver Program for international medical graduates and that the fees shall be dedicated to funding the J-1 Visa Waiver Program and may not be subject to the Fund's distribution formula. Makes other changes.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Rural/Downstate Health Act is |
5 | | amended by changing Section 5.5 as follows:
|
6 | | (410 ILCS 65/5.5)

7 | | Sec. 5.5. Rural/Downstate Health Access Fund. |
8 | | (a) The
Rural/Downstate Health Access Fund is created as a |
9 | | special fund in the State
treasury. Moneys from fees and gifts, |
10 | | grants, or donations made to the Center for Rural
Health shall |
11 | | be deposited into the Fund. Subject to appropriation and except |
12 | | as provided in subsection (b) of this Section , moneys in
the |
13 | | Fund shall be used in the following manner for rural health
|
14 | | programs or for programs for the medically underserved |
15 | | authorized under this Act: 60.2% shall be distributed to the
|
16 | | Department of Public Health, 26.3% shall be distributed to the |
17 | | Board of
Trustees of Southern Illinois University, and 13.5% |
18 | | shall be distributed to the
Board of Trustees of the University |
19 | | of Illinois. |
20 | | (b) Fees may be collected by the Center for Rural Health |
21 | | and deposited into the Fund for the purpose of administering |
22 | | the J-1 Visa Waiver Program for international medical |
23 | | graduates. The fees shall be dedicated to funding the J-1 Visa |
