SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.34 new

    Amends the Board of Higher Education Act. Requires the Board, in consultation with the Department of Labor, the Illinois Community College Board, and any other entity the Board deems appropriate, to produce an annual report regarding State workforce need projections and credential production. Sets forth the contents of the report. Sets forth when and to whom the report must be provided. Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Board of Higher Education Act is amended by
5adding Section 9.34 as follows:
 
6    (110 ILCS 205/9.34 new)
7    Sec. 9.34. Report on State workforce need projections and
8credential production.
9    (a) To the extent practicable within available resources
10and subject to the availability of data currently collected by
11and accessible to the relevant entities, the Board, in
12consultation with the Department of Labor, the Illinois
13Community College Board, and any other entity the Board deems
14appropriate, shall produce an annual report regarding State
15workforce need projections and credential production.
16    (b) The report shall:
17        (1) indicate this State's anticipated workforce needs
18    and the number of degrees, certificates, and other
19    credentials that public and private institutions of higher
20    education, private business and vocational schools, and
21    public area vocational schools expect to issue;
22        (2) to the extent provided by sources external to the
23    Board, indicate this State's anticipated number of

1    degrees, certificates, and other credentials that high
2    school vocational programs, apprenticeship programs, and
3    other public or private workforce training programs expect
4    to issue;
5        (3) identify any workforce needs, including areas of
6    specialization within a particular vocation, that may not
7    be met by the education, training, and apprenticeship
8    programs; and
9        (4) identify institutions, public or private, that may
10    meet projected workforce needs.
11    (c) The Board, on or before January 31 of each year,
12beginning in 2015, shall provide a copy of the report to (i)
13the Higher Education Committee of the Senate, (ii) the Higher
14Education Committee of the House of Representatives, (iii) the
15Labor and Commerce Committee of the Senate, (iv) the Labor and
16Commerce Committee of the House of Representatives, and (v) the
17Governor.
18    (d) The Board shall send a copy of the report to every
19public postsecondary governing board in this State and shall
20work with the State Board of Education to provide the report to
21this State's public school districts and private elementary and
22secondary schools.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.
