HOUSE JOINT RESOLUTION

 
2    WHEREAS, As the population of the State of Illinois
3continues to age, the State is seeing an increasing number of
4senior drivers on the roads each year; and
 
5    WHEREAS, The Illinois Department of Transportation, in
6their latest published report showing 2009 data, reports there
7were 1,230,503 licensed drivers over the age of 65 in Illinois,
8which accounts for roughly 14% of all licensed drivers in
9Illinois; and
 
10    WHEREAS, The Illinois Department of Transportation 2009
11report also shows there were 35,672 total crashes involving
12drivers of the age 65 or older, providing for a crash rate of
1329 out of every 1,000 drivers age 65 or older; and
 
14    WHEREAS, Drivers age 65 or older have a higher fatality
15rate in Illinois than any other age group when involved in a
16motor vehicle accident; and
 
17    WHEREAS, Senior drivers should never be discriminated
18against, but their safety and protection should be reflected in
19State law; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
2SENATE CONCURRING HEREIN, that there is hereby created the
3Senior Drivers Safety Task Force that shall study safety issues
4seniors face while driving in Illinois, with particular
5attention to what can be done to prevent accidents involving
6senior citizens in Illinois; and be it further
 
7    RESOLVED, That the Task Force shall consist of 13 members,
8consisting of the Secretary of State or his or her designee,
9who shall serve as chair; the Secretary of Transportation or
10his or her designee; the Director of the State Police or his or
11her designee; the President of the Illinois Association of
12Chiefs of Police or his or her designee; the President of the
13Illinois Medical Society or his or her designee; two members
14appointed by the Speaker of the House of Representatives; two
15members appointed by the Minority Leader of the House of
16Representatives; two members appointed by the President of the
17Senate; and two members appointed by the Minority Leader of the
18Senate; and be it further
 
19    RESOLVED, That the Office of the Secretary of State shall
20provide administrative and other support to the task force; the
21members of the Task Force shall serve without compensation but
22shall be reimbursed for actual expenses incurred in the
23performance of their duties from funds appropriated to the
24Office of the Secretary of State for that purpose; and be it

2    RESOLVED, That the Task Force shall meet no fewer than
3three times and shall present its report and recommendations to
4the General Assembly no later than December 31, 2014.
