AMENDMENT TO HOUSE JOINT RESOLUTION 27

2    AMENDMENT NO. ___. Amend House Joint Resolution 27 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, In 2010 the State of Illinois enacted a new set
5of pension benefits for public employees in State-funded
6pension systems; and
 
7    WHEREAS, Public employees hired on or after January 1, 2011
8are commonly referred to as "Tier 2" members; and
 
9    WHEREAS, These Tier 2 members include public school
10teachers in K-12 classrooms throughout the State of Illinois;
11and
 
12    WHEREAS, Public school teachers do not receive Social
13Security, and many pension experts believe that Tier 2 benefits
14do not provide a pension that is at least equal to that federal

1program; and
 
2    WHEREAS, It is essential that Illinois provide a benefit
3and pay package that will attract the most talented and
4ambitious teachers in the country to our schools; and
 
5    WHEREAS, These benefits have been in effect for newly hired
6public school teachers for over two years with no study of how
7this has impacted recruitment and retention of teachers in
8Illinois; and
 
9    WHEREAS, It is appropriate for the General Assembly to
10study the impact of these benefits on the State's ability to
11provide the best teachers to our children; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
14SENATE CONCURRING HEREIN, that the Teacher Recruiting and
15Retention Task Force be created to study the impact of these
16Tier 2 pension benefits on the ability of school districts to
17recruit and retain teachers in public school classrooms; and be
18it further
 
19    RESOLVED, That the Task Force shall consist of 2 members of
20the House of Representatives appointed by the Speaker of the
21House, one of whom shall serve as co-chair, 2 members of the

1House of Representatives appointed by the Minority Leader of
2the House, 2 members of the Senate appointed by the President
3of the Senate, one of whom shall serve as co-chair, 2 members
4of the Senate appointed by the Minority Leader of the Senate,
5and 2 members appointed by the Governor; and be it further
 
6    RESOLVED, That 2 members from a statewide school alliance
7and 2 members from separate unions representing public school
8teachers statewide shall be appointed by the co-chairs to the
9Task Force; and be it further
 
10    RESOLVED, That the State Board of Education shall provide
11all necessary support to the Task Force; and be it further
 
12    RESOLVED, That the Task Force shall report its findings to
13the Governor and the General Assembly on or before January 1,
142014.".
