HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Tom Skelly on
4winning the 2013 George Warren Fuller Award from the Illinois
5Section of the American Water Works Association (AWWA); and
 
6    WHEREAS, The George Warren Fuller Award is presented to a
7member of the American Water Works Association for
8distinguished service to the water supply field; in
9commemoration of the sound engineering skill, diplomatic
10talent, and constructive leadership of George Warren Fuller,
11the Illinois Section may determine whether a member has made a
12significant contribution towards the advancement of water
13works practice within the Illinois Section which has been above
14and beyond the expectations of officers in fulfilling their
15obligations or duties; it is the American Water Works
16Association's highest Illinois Section award; and
 
17    WHEREAS, Tom Skelly is an environmentalist and has worked
18on a variety of environmental and fishery projects while
19working at the Illinois Natural History Survey studying the
20impact on natural resources at nuclear power facilities; he led
21a study of the toxicity of leachates generated from coal solid
22wastes; he has been a member of the Lake Springfield Watershed
23Resources Planning Committee since its inception in 1989; and

1    WHEREAS, Tom Skelly is a past chair of the Illinois Section
2of the AWWA, has served on many committees including the Water
3Utility Council, and often provided testimony to the Illinois
4General Assembly regarding water issues of concern to the
5Illinois Section; he was a key leader in the development of the
6Illinois Section's WARN program and an avid advocate for
7operator involvement especially the Tapping Contest; he has
8been published in many professional and scientific journals,
9including the Illinois Natural History Survey, the Illinois
10State Geological Survey, and the Illinois State Academy of
11Science; and
 
12    WHEREAS, Tom Skelly is a lifelong resident of the State of
13Illinois; he worked for City Water, Light, and Power in
14Springfield from 1984 until his retirement in 2012 as the Water
15Division Director; he is a graduate of the University of
16Illinois Champaign-Urbana with a bachelor of science degree in
17biology and chemistry and a master of science degree in
18biology; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21we congratulate Tom Skelly on winning the 2013 George Warren
22Fuller Award from the Illinois Section of the American Water
23Works Association; and be it further

2presented to Tom Skelly as an expression of our esteem and
3respect.
