|
2 | | WHEREAS, The United States engaged in operations during the |
3 | | Vietnam War from November 1, 1955 to November 30, 1975; and
|
4 | | WHEREAS, In 1961, North Vietnam advanced into South Vietnam |
5 | | using the Ho Chi Minh trail, which crossed into Laos; another |
6 | | war was subsequently waged, which became known as the Secret |
7 | | War; and
|
8 | | WHEREAS, Laotian soldiers and airmen were recruited and |
9 | | trained to engage in guerilla warfare against the North |
10 | | Vietnamese; they fought alongside American soldiers, rescued |
11 | | downed pilots, and defended American outposts; many were |
12 | | injured, tortured, and killed in the course of their duties; |
13 | | and
|
14 | | WHEREAS, After the evacuation of allied forces at the end |
15 | | of the war, these soldiers and their families were forced to |
16 | | flee to Thailand for refuge; many of these refugees eventually |
17 | | immigrated to the United States and chose Elgin as their new |
18 | | home; therefore, be it
