HOUSE RESOLUTION

 
2    WHEREAS, On November 29, 2012, Governor Quinn and the
3Department of Human Services announced that all of the
4residents of the Jacksonville Developmental Center had been
5transitioned to other care settings; and
 
6    WHEREAS, The process of moving the 181 residents out of the
7Jacksonville Developmental Center began in April of 2012; and
 
8    WHEREAS, One hundred and three of the residents were
9transferred into Community Integrated Living Arrangements with
104 beds or less, while 5 residents were placed in Community
11Integrated Living Arrangements with 5 beds or more, 17
12residents were placed in Intermediate Care Facilities for
13Persons with Developmental Disabilities, one resident was
14placed in home-based services, one resident was moved to a
15State Operated Mental Health Facility, and 53 residents were
16transferred to State Operated Developmental Centers; and
 
17    WHEREAS, The Department of Human Services has commissioned
18the University of Illinois at Chicago to complete a
19comprehensive study of the closure of the Jacksonville
20Developmental Center; and
 
21    WHEREAS, The Department of Human Services has not provided

1any evidence that the closure of the Jacksonville Developmental
2Center was successful or in the best interest of those who
3called the Jacksonville Developmental Center home; and
 
4    WHEREAS, The Department of Human Services has not released
5the complete study of the Jacksonville Developmental Center
6closure to the General Assembly; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we urge the Governor and the Department of Human Services to
10complete and release the complete comprehensive study of the
11closure of the Jacksonville Developmental Center to the General
12Assembly; and be it further
 
13    RESOLVED, That we urge the Governor to stop the closure
14process of the Warren G. Murray Developmental Center until the
15complete study can be reviewed; and be it further
 
16    RESOLVED, That suitable copies of this resolution be
17delivered to the Governor and the Secretary of Human Services.
